Job Summary
The City of Athens, Texas is seeking an individual to perform residential and commercial building inspections. This full-time position will work directly under the supervision of the Code Enforcement Manager in both the field and the office performing building, plumbing, mechanical, electrical, and other various inspections. The purpose of this position is to perform a variety of technical building inspection duties to enforce compliance with building codes, regulations and ordinances. This is accomplished by performing work site inspections; offering assistance to developers, architects, contractors and the general public; and resolving issues related to building code compliance. Other duties include performing a variety of technical tasks related to the services and programs of the Planning and Development Services Department and performing code enforcement of City ordinances.
Essential Job Functions
• Make onsite inspections during all phases of construction to ensure compliance with various codes, including those published by the International Code Council (ICC) and the National Fire Prevention Association (NFPA) and verify compliance with zoning and other ordinances.
• Reviews residential and commercial plans and specifications for compliance with codes and city ordinances.
• Approve general, electrical, plumbing, and gas permits prior to construction.
• Maintains computer records and reports concerning inspections, licenses, permits, certificates, etc.
• Prepares and writes departmental reports and correspondence.
• Read detailed blueprints.
• Answers questions in person and on telephone regarding zoning, building ordinance compliance, and citizens’ complaints; and
• Provides customer service to other departments and the public as needed.
• Performs on site license checks of plumbers, electricians and others that are required to be licensed under city ordinance or State Plumbing License Law.
• Distributes literature and/or answers questions regarding available public services in the area.
• Demonstrate proficiency in both oral and written communication, computer proficiency.
• Detect safety hazards and code violations.
• Assists the Fire Marshall in the investigation of fire related incidents and the evaluation of structures and their condition/safety; and
• Performs such other related duties as may be assigned.
Knowledge, Skills and Abilities
Knowledge of technical aspects of building inspections, building codes, and city ordinances; construction, plumbing, electrical systems, framing, foundation, and heating and air conditioning systems; contractor licenses; and regulations and guidelines prepared by state and federal agencies relative to the City’s building inspection requirements.
Education and Experience
A licensed Journeyman Electrician is preferred and an International Code Council (ICC) Building Inspector Certification within two years from date of hire. Possession of a valid Texas Driver’s License upon hire is required with a good driving record.
