Brief Description
Job Summary
Under limited direction and in compliance with technical, administrative, regulatory, or professional standards and guidelines, supervises battalion operations, performs incident command, and manages technical team. Manages a battalion of Fire Suppression division personnel by maintaining staffing levels according to department guidelines. Reviews personnel placement and makes suggestions for changes in order to maintain staffing needs. Assists with maintaining personnel records for battalion members by reviewing entries in time management software, Public Safety records management software, and overtime tracking software. Responds to incidents within the City and performs duties of Officer in Charge to ensure safe and efficient operations. Monitors and maintains records of battalion activities and coordinates scheduling of activities in order to minimize conflicts. Develops and maintains lines of communications between Fire Administration and Fire Suppression personnel. Participates in the development and implementation of department strategic goals and tactical objectives. Monitors employees’ training and work assignments to ensure compliance with departmental requirements. Conducts periodic and annual reviews of battalion personnel to maintain required performance levels. Represents department during Unified Command situations and acts as Operations Officer as necessary during large scale emergency incidents. Attends necessary training to maintain skills needed to manage Hazardous Materials, Technical Rescue, and fire incidents as well as department Health and Safety programs. Manages one of the department Technical Teams to include budget development, procurement, and monitoring training on new equipment. Serves on special committees and task groups as assigned by Fire Chief or Division Chiefs. Serves on 24-hour recall but not restricted to travel distances/time or activities.

- Supervise Battalion Operations: Manage a battalion of Fire Suppression division personnel. Assist with ensuring staffing guidelines are met and make necessary phone calls to fill all essential positions. Monitor battalion personnel records to ensure accurate information for recall in case of emergency. Review accuracy of timekeeping records, monitor entries in Public Safety records management software to ensure accuracy, and monitor compliance with all departmental guidelines and policies. Respond to emergency and non-emergency incidents and act as command officer on scene to ensure safe and efficient operations. Maintain lines of communications between Fire Administration and Fire Suppression employees. Develop and update forms and reports for documentation of activities for battalion employees. Participate in the development and implementation of departmental goals, objectives, and priorities for assigned battalion. Responsible for ensuring that all assigned personnel adhere to all City and departmental policies and procedures. Monitor and ensure scheduling of activities of battalion to minimize conflicting activities. Participate in the process of hiring new employees, promotion of current employees, and discipline of employees.

- Perform Incident Command: When acting as the Incident Commander, initiate incident action plans at emergency incidents utilizing risk management principles and expand the Incident Command System to the extent necessary in accordance with the NIMS (National Incident Management System) doctrine.

- Manage Technical Team: Conduct training, maintenance, and ensure response capabilities of the Rescue Team, Hazmat Response Team, or the Fire Department Health and Safety Program as assigned by the Fire Chief/Division Chief of Operations. Develop budget, procure equipment and supplies, plan scheduling of training and personnel assignments, and respond to significant incidents when necessary. Assist with the development and implementation of strategic plans for the Fire Department. Attend command staff level fire service management training to maintain skills in managing hazardous materials incidents, fire incidents, medical incidents, rescue incidents, and Fire Department safety and health programs.

- Monitor Quality Assurance: Evaluate employees assigned to the battalion to maintain performance standards and productivity by observing employees’ performance, reviewing performance appraisals, and recommending disciplinary action as needed.

- Conduct Special Projects: Conduct and implement special projects, supervise and serve on task groups/committees as assigned by the Fire Chief/Division Chief of Operations. Subject to 24-hour recall but not restricted to travel distances/time or activities.

Qualifications
Job Requirements
- Associate degree in a general professional or technical field.
- Minimum of four (4) years of progressively responsible Fire Suppression experience, with a minimum of two (2) years of experience as a Captain.
- Technician level training in two (2) or more of the following areas: Hazardous Materials Technician level training, or Rescue Technician level training, or Fire Department Health and Safety Officer level training.
- NIMS ICS or a NFA course meeting NIMS ICS (100, 200 & 700).
- ICS-300 Intermediate & ICS-400 Advanced.
- IFSAC/ProBoard Fire Instructor I.
- IFSAC/ProBoard Fire Officer II.
- Minimum of 20 hours of additional training in management and supervision.
Preferred Qualifications
- Bachelor’s degree in a general professional or technical field.
- Fire Officer (FO) Designation through the Center for Public Safety Excellence (CPSE).
Driver's License Requirements
- Valid South Carolina Class D Driver's License.

- Operate equipment to include protective equipment, automobile, radio, video equipment, mobile data terminal, and tools and equipment utilized in fire suppression, technical rescue, and hazardous materials incident response.
- Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
- Utilize specialized software and systems to include Incident Action Plan (IAP) worksheets, Public Safety records management system, time management software, personnel accountability systems, and any other associated software.
Other Information
Working Conditions
Primary Work Location: Fire stations, emergency and non-emergency incident scenes, training facilities, command vehicles, mobile command post, and emergency operations centers.
Protective Equipment Required: Self-Contained Breathing Apparatus (SCBA), turn out gear (coat, pants, boots), gloves, helmet, safety glasses, steel toe shoes, and hearing protection.
Environmental/Health And Safety Factors
Occasional exposure to unpleasant environmental conditions and/or hazards. Weekly exposure to extreme temperature, wetness and/or humidity, respiratory hazards, noise and vibration. Rare exposure to mechanical hazards, chemical hazards, electrical hazards, fire hazards, explosives, communicable diseases, physical danger, or abuse.
Physical Demands
Continuously requires standing, sitting, walking, carrying, lifting, reaching, bending, twisting, fine dexterity, vision, hearing, talking, and foot controls. Medium strength demands include exerting 20-50 pounds occasionally, 10- 25 pounds frequently, or up to 10 pounds constantly.
Mental Demands
Frequently requires time pressures, emergency situations, frequent change of tasks, irregular schedule/overtime, performing multiple tasks simultaneously, working in a team environment, as an incident commander, in a noisy/distracting environment.
