PDPHE is seeking a highly motivated individual for a part-time (20 hours per week) position as an Emergency Preparedness and Response Generalist to assist in the planning, design, and implementation of public health preparedness and response activities within Pueblo County. Job duties will consist of planning, training and exercises, coordination and collaboration, analysis and response to support the completion of funding deliverables. The position responsibilities and duties will be scaled according to hours and current needs. Annual salary for this part-time position is based on 1040 hours per year and equates to a salary range of $26,281 - $38,147.
Position SummaryThe Emergency Preparedness Generalist plays a vital role in strengthening community resilience and public health readiness for all-hazards emergencies. This position is responsible for coordinating with federal, state, and local partners to plan, implement, and evaluate emergency preparedness initiatives, including training, exercises, and outreach activities. Serving as a liaison to designated communities, the generalist supports the development and revision of emergency response plans and ensures compliance with grant requirements.
The role requires a strong foundation in emergency preparedness concepts, excellent communication and organizational skills, and the ability to work both independently and collaboratively in high-pressure environments. The generalist provides technical assistance to regional partners, contributes to strategic agency goals, and maintains readiness to respond to public health emergencies.
Essential Job FunctionsCoordination & Collaboration
- Coordinate with federal, state, and local partners to design, implement, and evaluate emergency preparedness trainings, drills, and exercises.
- Serve as liaison for designated communities on public health emergency planning and preparedness initiatives.
- Participate in committees focused on emergency response planning at the state, regional, and local levels.
- Collaborate with local and regional partners to identify and address all-hazards and access and functional response needs.
Planning & Project Management
- Lead development, revision, and exercising of emergency preparedness plans and exercises.
- Complete program deliverables within required timelines.
- Maintain accountability of emergency assets and ensure readiness for deployment.
Training, Outreach & Education
- Facilitate and conduct community outreach events related to emergency preparedness.
- Select, organize, develop and deploy curriculum content for internal and external training.
Technical Assistance & Subject Matter Expertise
- Provide guidance and resources on topics such as ESF-8, Strategic National Stockpile/medical countermeasures, Incident Command, volunteer management, mass prophylaxis, medical surge, pandemic response, quarantine/isolation, equity, public health law, Continuity of Operations, and exercise development.
- Ensure accurate and timely documentation of drills, exercises, and emergency events.
Emergency Response & Readiness
- Respond to community and public health emergencies as directed, outside of typical duties and schedule. This includes emergency support function eight (ESF-8) response in coordination with County Emergency Management.
- Maintain professional knowledge and proficiency in emergency preparedness practices, including functional and full-scale exercises.
Additional Duties

- Contribute to strategic planning, performance management, policy development, and quality improvement initiatives.

- Public speaking principles and techniques for developing presentations and educational materials on emergency preparedness.
- Emergency preparedness concepts including ESF-8, medical countermeasures, Incident Command, COOP, emergency exercises, after action reports, and public health law.
- Proficient in software systems such as Microsoft Suite

Qualifications | RequirementsBachelor’s degree in public/community health, emergency preparedness, homeland security, emergency and disaster management, health education, exercise science/health promotion, biology, business, natural sciences or closely related field from an accredited university or college. Three years of work experience in an emergency management, educational or public health setting is preferred.
Note: Any acceptable combination of education (minimum required), training, and experience that provides the above knowledge, abilities and skills may be substituted.
Fluency in writing, texting, reading, and speaking English. Ability to speak, text, read, and write fluently in Spanish is preferred.
Must possess and maintain a valid Colorado driver’s license. Must obtain annual flu vaccination and any job specific immunizations. May be required to submit to a two-step PPD test. Must be fit tested annually. Must be able to respond and arrive at the Department or designated off site location within one hour.
Work Environment | Physical DemandsWork schedule is typically Monday through Friday, 8:00 a.m. to 5:00 p.m. as a full-time position. On occasion schedule may include over-time during evenings, weekends, and holidays beyond normal work schedule hours. Work is subject to recurring repetitive tasks consisting of inflexible deadlines and frequent interruptions.
Work environment is typically in an office setting (seated or standing), at a computer for several hours at a time, but may require field work that may require long periods of sitting, standing, recurring bending, kneeling, lifting, lowering, pushing, crouching, stooping, stretching, reaching or similar repetitive movements and loading and unloading supplies over 50 pounds.
Travel may be required for attendance of meetings, events, respond to emergencies or training courses and may extend the standard workday/week.
All employees may be called upon to respond to public health emergencies as needed. Employees may be required to work in an outdoor environment during emergency response in all weather conditions.
