- Oversees daily IT operations including network administration, cybersecurity, data integrity, voice systems, and hardware/software support. Coordinates all City websites, e-mail, and internet.
- Develops, implements, and maintains information technology policies, standards, and procedures to ensure compliance with State, Federal, Criminal Justice Information Systems (CJIS), open records regulations, and other applicable requirements.
- Plans, executes, and manages IT projects, including system upgrades, cloud migrations, cybersecurity enhancements, and implementation of new applications that support City service delivery.
- Evaluates City technology needs; researched, recommends, and implements cost-effective solutions, equipment, and services that improve productivity and operational efficiency.
- Manages and maintains disaster recovery, system redundancy, data backup processes, and incident response plans.
- Oversees the procurement, licensing, maintenance, contract management, and vendor relations for technology equipment, software, subscriptions, and service agreements. Reviews and approves technology purchases to ensure security, compatibility, and licensing compliance.
- Provides leadership, training, and supervision to IT staff; prioritizes work assignments, sets performance expectations, and promotes professional development.
- Collaborates with department leaders to understand operational needs, support specialized department systems (public safety, public works, finance, GIS, utility billing, permitting, etc.), and ensures interoperability of systems across the City.
- Provides technical support and customer service to internal end user, including troubleshooting issues, resolving service requests, and providing training on systems and applications.
- Develops and monitors IT budget, forecasts technology replacement cycles, and plans for long-term capital needs.
- Ensures secure and effective use of cloud services, mobile technology, remote access tools, and digital platforms.
- Establishes and reports on key IT performance metrics such as cybersecurity incidents, helpdesk response time, and project completion benchmarks.
- Completes special projects and other job duties as assigned or required
Minimum Education and Experience
The requirements listed below are necessary to perform the essential duties of the position
- Must possess a bachelor degree from an accredited college or university in information technology, computer science, or a closely related field is required
- A minimum of five (5) years of working experience in the IT field is required
- A minimum of two (2) years of supervisory or lead experience is required

Work Conditions and Physical Demands
A regular, Monday–Friday, 40-hour work schedule is required for this position. This position participates in an on-call rotation that includes weekends and holidays and is required to respond to after-hour calls and emergencies as needed.. Remote work opportunities are available with supervisor approval.
- Work is performed primarily in an office environment with occasional travel to meetings, work sites, or other locations.
- Work will involve contact with the public, requiring effective communication and professional conduct.
- Work may involve exposure to stressful situations, deadlines, or conflict resolution.
- Work requires the ability to sit, stand, walk, reach, bend, stoop, and lift objects up to 25 pounds frequently and up to 75 pounds occasionally.
