Description
BASIC FUNCTION:
Under the administrative direction of the City Manager or his designee, the Parks and Recreation Manager assists in the planning, directing and supervising of parks and recreation program involving administration, parks, recreation, public pool, community center and special use facilities
Examples of Duties
Representative Duties
- Assists in the planning, directing, coordinating and evaluating of the overall activities of the Parks and Recreation Department
- Assists in the development and implementation of policy and procedures concerning parks and recreation services
- Schedules all activities within the department including recreation programs and work schedules
- Assists in the development of the department’s annual budget and monitors revenue and expenditure transactions
- Coordinates major inter-jurisdictional projects (involving school districts, county department, etc.)
- Assists in the development of capital facilities and capital projects plans
- Prepares and administers grant applications for the department
- Identifies operational problems and formulates appropriate solutions
- Attends meetings and speaks before community and civic organizations, City Council and other groups concerning the activities of the department

- Prepares reports and correspondence
- Provides general supervision to the divisions of the department
- Assists in the establishment of goals and policies related to the social needs of the community
- Maintains functional and cooperative relationships with various City departments, commissions and boards
- Coordinates all special events with outside agencies as well has City departments.

Typical Qualifications
KNOWLEDGE AND ABILITIES
- Knowledge of modern concepts and practices of parks and recreation administration
- Knowledge of laws, codes, and regulations related to parks and recreation
- Knowledge of methods of park acquisition, long range and current planning for parks and recreation programs, and the development and maintenance of parks and recreation programs
- Knowledge of principles and practices in planning, acquiring, developing, operating and maintaining parks and recreational facilities
- Knowledge of City and departmental policies, procedures, rules and regulations
- Knowledge of Public administration principles and theory including general administration, human resource management and fiscal management
- Ability to plan, draft and develop a comprehensive parks and Recreation program
- Ability to establish and maintain effective working relationships with fellow employees and the general public
- Ability to prepare and review documents related to land development, capital projects and environmental studies
- Ability to ensure that departmental activities conform to Federal, State and local laws and regulations
- Ability to identify and resolve departmental operational problems
- Ability to effectively supervise and manage subordinate employees and volunteer staff
- Ability to prepare annual budget and monitor revenues and expenditures
- Ability to communicate effectively orally and in writing
- Ability to work effectively in a positive manner in a team environment to meet the operational goals and objectives of the City and the department
Education And Experience
- A Bachelor’s degree is required.
- Three (3) years of progressively responsible experience in parks, recreation, community services administration or closely related field is required.
- Must possess a valid California Driver’s license
