Salary Range: $71,885.10 - $111,633.33 (Management I)
Summary Of Position
Position involves review and approval of all of construction activity in the City of Fairview Heights and enforcement of public nuisance situations; requires knowledge of codes and regulations adopted by the City. Enforcement of the City of Fairview Heights Building Code, International Property Maintenance Code, and Revised Code of Ordinances in relation to property owners, residents, and businesses.
ESSENTIAL JOB DUTIES (Essential functions include the following and the Physical Requirements listed below):
Assist the Director of Land Use & Development in supervision of the, Assistant Building Inspector, Property Maintenance Inspectors, Electrical Inspector, and Plumbing Inspector
Review, approve, and supervise the review of building/construction plans to ensure compliance with applicable building codes and requirements
Consult with all appropriate department heads and municipal officials for review and approval of plans prior to issuing permits
Inspect construction to ensure compliance with applicable codes, regulations, and approved development/building plans
Investigate complaints of violations of City code, including property maintenance, building, appropriate zoning ordinances and related laws and ordinances; issue warning notices, notices of violations, citations, correction notices, and stop work orders to ensure compliance. Identify unsafe structures; prepare notices for the abatement of unsafe buildings
- Prepare reports of inspections for plan review and field inspections
Assist Electrical, Plumbing, Assistant Building Official, and Property Maintenance Inspectors as needed
Approve issuance of occupancy permits as appropriate
Provide information on building regulations, codes, permits, etc. to developers, citizens, and others are requested
Review and issue building permits as directed by the Director of Land Use & Development
Other duties and tasks as assigned by the Director or his/her designee
Basic Job Qualifications
High School Graduate or equivalent
15+ years of residential and commercial construction experience, or certification as building inspector from recognized program with minimum of 5 years of experience
ICC Certification as a Residential and Commercial Building Inspector (or equivalent) or the ability to obtain certification within 12 months of hire. ICC Certified Building Official preferred.
Valid Driver's License
Driving record acceptable to the City
Knowledge, Skills, Abilities Required
Extensive knowledge of all codes and regulations adopted by the City, such as ICC codes, National Electrical Code, Illinois Accessibility Code, ADA, etc.
Knowledge of current federal, state, and local laws, codes, ordinances, regulations, and standards incident to the building trades
Ability to think conceptually, observe and evaluate trends, analyze data, draw logical conclusions, and prepare comprehensive reports
Ability to successfully plan, supervise, assign, and coordinate the work of staff
Ability to communicate efficiently and clearly, both orally and in writing
Ability to inspect construction at all stages to ensure compliance; effectively render decisions on non-compliance construction in a timely manner; resolve problems relating to City code and regulations quickly without outside influences
Working knowledge and skillful use of Microsoft Office Suite
Ability to gain and retain effective working relationships with employees, city officials, other municipal and governmental agency officials, and the general public
Ability to work on many projects at the same time in a dynamic and rapidly growing community
Working knowledge of common office equipment and technology, such as the use of a phone, printer, copy and fax machine, scanning equipment and software, and the ability to learn and adapt to new equipment and technology on an ongoing basis
WORKING CONDITIONS
This position will be exposed to a combination of indoor and outdoor working conditions; exposure to extreme heat, cold, or adverse weather conditions. In addition, the position may be required to attend evening meetings occasionally.
Physical Requirements
Position involves spending approximately 50 percent of the time in the field and 50 percent of the time in the office performing administrative tasks. Position requires the ability to sit, climb ladders, walk frequently around sites to perform inspections, reach overhead, horizontally, and above the shoulders; kneel, crouch, and bend at the waist; communicate verbally, including projecting the voice across distance; clearly hear noises. Specific vision abilities required include close vision, distance vision, depth perception and ability to adjust focus.
