The Howard County Office of Emergency Management's mission is to provide centralization, coordination, and facilitation of multi-agency emergency planning, stakeholder engagement, training and exercise, and to holistically minimize and reduce the impacts of natural and human-caused disasters through proactive prevention, mitigation, preparedness, response, and recovery.
Please note: this is an Emergency Management position which requires the selected candidate to reside within (or have the ability to reside within) 1 hour of the EOC in Ellicott City, Maryland by their start date. The Human Resources classification for this position is "Administrative Analyst I". The working title for this position is "Emergency Management Specialist I".
When there is not an active disaster response or recovery, daily tasks include, but are not limited to: program and project management, stakeholder and vendor engagement and relationship building, plan development, coordination, and socialization, exercise development and involvement, written reporting, public outreach, special projects related to new or emerging threats, training, and professional development.
This position has the potential to be involved in and across any of the office's programs which include: Alert and Warning, Continuity, Corrective Actions, Finance, Logistics, Mitigation, Operations, Public Outreach, Planning, and Training and Exercise.
This position may also serve as an On Call Emergency Manager as part of a rotating 24/7/365 schedule after successful completion of the training and certification program which qualifies the employee for additional compensation. Employees are required to serve in Emergency Operations Center activations and support disaster recovery operations as necessary.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Works and cooperates with co-workers and supervisors at all levels.
- Learns and performs all essential job functions.
- Reviews, makes recommendations for, and implements management policies, standards, procedures, criteria, and regulations.
- Compiles, reconciles, and correlates a variety of data and other pertinent information.
- Supports projects, project teams, groups, and/or meetings related to the principles and practices of emergency management in such programs as: Alert and Warning, Continuity, Corrective Actions, Finance, Logistics, Mitigation, Operations, Outreach, Planning, and Training and Exercise.
- Analyzes and evaluates current trends and best practices to identify hazards, reduce vulnerability, and improve emergency response and overall EOC operations.
- Participates in the evaluation, integration, and operation of emergency management support tools and applications.
- Develops, implements, monitors, and reports on projects to include those funded by grants.
- Serves as an Emergency Management Specialist reporting to the Deputy Director.
- Serves in the EOC during activations or significant County events.
- Requires a flexible work schedule to attend community functions, work with allied organizations, and participate in active emergency operations.
- Functions under "essential personnel/emergency employee" provisions.
- Employees are required to report to the EOC within 1 hour in emergency situations.
- May serve in the On Call Emergency Manager rotation pending successful completion of certification and training program.
MINIMUM REQUIRED EDUCATION/EXPERIENCE
Bachelors Degree and one (1) year related experience or an equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
- Working knowledge of emergency management principles, particularly in the context of local emergency management.
- Experience working with diverse stakeholders.
- Ability to exercise initiative and sound judgment and to react resourcefully under varying conditions.
- Ability to successfully work both independently and as a member of a team.
