Supervises, assigns, and coordinates all activities of the underground distribution, transformer shop, and utility locator staff. Supervises multiple distribution crews engaged in the construction, operation, and maintenance of underground distribution lines.
Essential Functions:
- Plans, schedules, and directs the work of crews engaged in the construction, operation, and maintenance of underground power lines including distribution crews, excavation crews, line inspectors, contractors, and utility locators;
- Plans, schedules, and directs activities of LP&L’s transformer shop;
- Ensures projects are completed and submitted with accuracy and within LP&L construction standards;
- Staff and maintain a highly skilled workforce;
- Coordinate the planning and scheduling of major project outages and provides priority lists for contingent maintenance;
- At the direction of the compliance department, ensure accurate and on time spill prevention, control, and countermeasure planning and reporting related to oil filled equipment including transformers, capacitors, regulators, and industrial facilities;
- Assists with development and management of operational and maintenance as well as capital project budgets;
- Assists with purchasing and procurement of equipment and services;
- Review and assign switching orders of distribution facilities consistent with LP&L switching and tagging practices to ensure safety of personnel;
- At the direction of the Transmission and Distribution Manager, develops policies, standards, procedures, and training to maintain efficient use of manpower and equipment related to compliance, employee and public safety.
- May be required to respond during emergency and outage situations to supervise and assist with restoration efforts;
- Execute strategies to maintain safe work practices;
- Maintain strong working relationships with other departments within organization and city;
- Perform other assigned duties as required.
Qualifications:
Graduation from high school or equivalent an additional six to eight years of progressive experience in the construction and maintenance of high voltage electric lines and two years’ experience as a line foreman or any combination of relevant education and experience that provides the following.

Knowledge and Abilities:
Knowledge of:
- Distribution construction standards;
- Tools, equipment, and material used in the construction and maintenance of distribution lines;
- Spill Prevention, control, and countermeasure (SPCC) planning and reporting requirements;
- American Public Power Association Safety Manual;
- Troubleshooting methods on high voltage electric systems.
Ability / Skill to:
- Read and understand switching orders, compliance documents, job prints, and maps;
- Maintain accurate records;
- Maintain good employee relations;
- Supervise and direct the work of others;
- Coordinate eye, hand, and foot movement in order to operate a vehicle;
- Communicate effectively with others;
- Operate computer Excel, and Word Software.
Physical Requirements:
- Continuously lift and carry up to 10 pounds and occasionally lift and carry up to 25 pounds;
- Frequently stand and walk during the shift;
- Occasionally climb ladders, stairs, and other inclined surfaces;
- Occasionally bend and kneel during shift;
- Push and pull objects;
- Frequently flex upper trunk forward at the waist and partially at the knees;
- Occasionally rotate upper trunk to the left and right while sitting or standing;
- Place arms above, at, and below shoulder height.
