The County of Yolo is recruiting to fill one (1) regular, limited term position in the class of Emergency Medical Services (EMS) Program Coordinator at the Health and Human Services Agency department.
Under direction from the Emergency Medical Services (EMS) Administrator, the EMS Program Coordinator assists in coordinating the development of County-wide emergency medical services plans, policies, and procedures; assists in administering the Emergency Medical Services (EMS) for the County; provides work direction to others; and performs other duties as required. The incumbents are responsible for overseeing and assisting in developing policies, procedures, and medical protocols, as well as developing, coordinating and administering training programs for emergency medical services personnel, including paramedics, emergency medical technicians, nurses, and physicians. Some incumbents in the position may function as the Regional Disaster Medical Health Specialist (RDMHS). The Regional Disaster Medical and Health Specialist (RDMHS) is the component of the Regional Disaster Medical and Health Coordination (RDMHC) Program that directly supports preparedness, response, mitigation, and recovery activities for medical and public health events impacting California Office of Emergency Services (CalOES) Mutual Aid Region IV.

DefinitionUnder direction, assists in coordinating the development of County-wide emergency medical services plans, policies and procedures; assists in administering the Emergency Medical Services (EMS) and Public Health Emergency Preparedness (EP) programs for the County; provides work direction to others; and performs other related work as required.Distinguishing CharacteristicsIncumbents in this class report directly to the Emergency Medical Services (EMS) Administrator and is responsible for planning and evaluating the pre-hospital care system in Yolo County to include ensuring that ambulance services provided within the county meet or exceed the minimum standards established in the California Health and Safety Code, the California Code of Regulations, and local EMS policies and procedures. Additionally, some positions function as the Regional Disaster Medical Health Specialist (RDMHS). The Regional Disaster Medical and Health Specialist (RDMHS) is the component of the Regional Disaster Medical and Health Coordination (RDMHC) Program that directly supports regional preparedness, response, mitigation and recovery activities. The incumbents are also responsible for overseeing and assisting in developing policies, procedures, and medical protocols, as well as developing, coordinating and administering training programs for emergency medical services personnel, including paramedics, emergency medical technicians, nurses, and physicians. This class is distinguished from the class of EMS Administrator in that the latter class maintains overall management responsibilities and oversight for the EMS program, whereas this class acts in the absence of the EMS Administrator, and assists with the administration of the program. The incumbents in this class may provide direction or guidance to other personnel as required. This class is further distinguished from the Emergency Medical Services Specialist class, where incumbents are responsible for the daily administrative and analytical activities associated with ensuring that EMS providers in the County are in conformance with Federal, State and local regulations, guidelines and standards related to the delivery of pre-hospital emergency medical care.Duties may include, but are not limited to, the following:
- Assists the EMS Administrator in the overall administration of the EMS and EP programs including program planning, budget preparation, grant proposals, and preparation of various reports/plans to the State.
- Collects, analyzes, and evaluates complex data; prepares of a variety of statistical and other reports regarding the EMS program, system operations, etc.
- Researches, reviews and makes recommendations for new policies and procedures regarding pre-hospital care services based on current California law; reviews first responder agencies policies and protocols with respect to patient management; reviews and drafts policies and protocols that pertain to medical control of pre-hospital care personnel.
- Oversees and investigates care problems in the pre-hospital setting; reviews and produces written reports regarding consumer and provider complaints, responds to inquiries relating to the delivery of EMS, and recommends corrective action when necessary.
- Acts on behalf of the EMS Administrator / EMS Duty Officer, including acting as the Medical Health Operational Area Coordinator (MHOAC) to ensure the coordination of a wide range of County and community health and hospital functions during county-wide emergencies when necessary.
- Acts on behalf of the EMS Administrator, including acting as the Regional Disaster Medical Health Specialist to support regional and local preparedness, response, mitigation, and recovery activities; acts as a key community liaison with community medical health partners during times of emergency.
- Oversees and assists with the development and implementation of new EMS programs including but not limited to: Trauma Center designation and oversight, and ST Elevation Myocardial Infarction (STEMI) Receiving Center designation and oversight.
- Oversees the certification, accreditation, recertification, and revocation process for Paramedics, Nurses working in emergency settings, Emergency Medical Technicians and other pre-hospital and emergency medical care providers.
- Oversees the evaluation of new paramedics and nurses working in emergency settings based on established criteria; evaluates new continuing education programs for compliance with state and local regulations; maintains continuing education records for paramedics; monitors individuals placed on probation and provides counseling.
- Reviews and develops curriculum and training schedules; selects trainees; recruits instructors; researches, reviews, and evaluates related instructional and reference materials; monitors classes to assure adequate coverage of topics; coordinates written and skills testing; develops and administers examinations.
- Assists emergency receiving hospitals to ensure consistent on-line and retrospective medical control; participates in and assists with monthly field care audits conducted by each base hospital; monitors and evaluates emergency receiving hospitals and personnel for compliance with standards, laws, regulations and policies
- Develops and maintains effective working relationships with all EMS and public safety providers, community groups, and other health service agencies related to or affected by program operations; serves as program representative to various advisory groups on EMS issues.
- Maintains professional knowledge in applicable areas and keeps abreast of changes in job-related rules, statutes, laws and new business trends; makes recommendations for the implementation of changes; reads and interprets professional literature; attends training programs, workshops and seminars as appropriate.
- Performs other related duties as assigned.

Acceptable forms of educational documentation are official or unofficial transcripts that list the student's name, institution name, field of study and date the degree was awarded.
For recent graduates who have not received proof of their degree yet, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.
