Under general supervision, the Waste Management Systems Technician performs a variety of duties in the operation, maintenance, and repair of landfill gas collection, leachate collection, flare station, wheel wash, and groundwater treatment plant, as well as monitors, collects and submits samples of landfill gas, groundwater, stormwater, landfill leachate, and related systems to ensure County landfills and other refuse related facilities are operating in compliance with facility permits.
Knowledge Of
- Basic principles of operation of pumps, motors, and valves related to landfill and refuse facility equipment
- Fundamentals of gas compressors, electronically, pneumatically, and hydraulically controlled valves, chemical handling systems, and associated equipment
- Lubrication requirements of pumps and motors
- Methods, tools, materials, and equipment used in the maintenance, construction, repair, and operation of mechanical equipment, such as pumps, motors, and hydraulic and pneumatic systems
- Basic pipefitting techniques and practices
- Principles, practices, and safety precautions for confined space entry
- Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment
- Basic arithmetic (i.e., addition, subtraction, multiplication, division, decimals, percentages, ratios, and fractions)
- English usage, spelling, grammar, and punctuation

- Use precision, hand, and power tools and equipment
- Read and interpret basic maps, diagrams, instruction manuals, procedures, plans, and blueprints; and maintain records
- Troubleshoot and repair mechanical equipment
- Use, calibrate, and maintain special purpose scientific measuring devices
- Perform skilled and semiskilled, hard physical labor
- Read, write, and speak English at a level necessary for satisfactory job performance
- Analyze situations accurately and adopt an effective course of action
- Effectively organize and prioritize work assignments
- Keep accurate and orderly records
- Make arithmetical computations accurately and rapidly
- Learn to interpret and apply applicable federal, state, and local laws, codes, and regulations
Minimum Qualifications
Either: 1. Two years of full-time paid experience in maintenance, construction and/or repair of mechanical and electrical components utilized at landfills, refuse related facilities, or other mechanical facilities with similar systems and equipment.
Or: 2. Completion of 60 semester units or more (or 90 quarter units or more) at an accredited trade school, junior college, or university with a minimum of 30 semester units (or 45 quarter units) in Mechanical-Electrical Technology, Construction Management, Civil Engineering, Mechanical Engineering, or other field closely related to the intent of the class.
Note: If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications
Criminal History and Background Checks: The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate’s ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.
The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.5, Social Security Number verification, professional license/registration verification, military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection process. In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.
License Requirement: A valid California Driver License, Class C or higher, shall be required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Physical Requirements: Some positions in this class require the incumbent to be able to:
- Perform manual labor.
- Perform tasks requiring manual dexterity.
- Stand on a ladder while performing tasks with both hands.
- Lift heavy equipment and tools weighing up to 50 pounds without assistance; lift heavier items with assistance.
- Frequently bend, stoop, squat, kneel, crouch, and reach above the shoulder.
- Frequently push/pull equipment, materials, or supplies weighing up to 100 pounds; move heavier items with assistance.
- Work in areas with unsteady footing.
- Enter, exit, and work in enclosed and confined spaces.
- Wear respiratory protection if required.
- Demonstrate vision sufficient to distinguish between the colors on a computer screen.

Working Conditions: Some positions in this class require the incumbent to:
- Work in enclosed areas where the temperature may exceed 100 degrees F or reach lows below 20 degrees F.
- Work on uneven terrain and outside in all types of weather conditions including inclement or hot conditions.
- Work around dust, dirt, noise, and odors.
- Work and walk long distances in areas with unsteady footing.
- Work in hip boots during muddy conditions.
- Respond to emergency calls.

The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.
All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
