The City of Galt is now accepting applications for a Budget Analyst.
The ideal candidate is a numbers-savvy, detail-oriented professional with strong analytical, critical thinking,
communication and confidentiality skills, proficient in Excel or similar financial software, can
work under pressure, meet goals and deadlines, and can monitor deadlines for others.

Effective July 1, 2026: $7,084 - $8,611Effective July 1, 2027: $7,497 - $9,110ADDITIONAL PAY (UPON ASSIGNMENT AND ELIGIBILITY):
- Incentive Pay - Up to 5% incentive for City-approved educational courses.
- Longevity Pay - Beginning at 10 years of service, 5%; 15 years of service, 7.5%. for Non-Sworn mid-management employees. Beginning at 8 years of service - 2.5%; 10 years of service - 5% and 12 years of service 7.5% for Sworn mid-management employees.
- Bilingual Pay - $100 per month.
- Cell Phone Stipend- $75 per month.
- Medical-in-lieu - Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.

- Vacation Leave- 80 hours per year for the first 4 years of service, 120 hours after 4 years, 160 hours after 10 years, 200 hours after 15 years, and 240 hours after 22 years.
- Vacation Credit - Those with 4+ years of prior public agency experience may request to accrue at a rate of 120 hours.
- Vacation Cash Out- Eligible employees may cash out up to 80 hours per year.
- Sick Leave- 96 hours per year.
- Admin Leave - 70 hours for exempt employees.
- Health Insurance- City pays a generous portion of the CalPERS medical premium (9 options), City pays 100% for dental and vision premiums.

Under direction, performs a variety of professional level duties in support of the Finance Division and other City departments including assistance in the preparation of the annual budget; conducts research and analysis in a variety of areas; develops financial reports; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Budget/Revenue Manager and Finance Director.
CLASS CHARACTERISTICS
This is a journey-level class responsible for performing the full range of financial analysis and reporting duties in support of the City’s fiscal programs. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level fully aware of the operating procedures and policies of the work unit. Positions in this class require specialized knowledge, abilities, and skills, often exercise independent judgment in the performance of their duties, and possess a working knowledge of overall City operations with a specialized knowledge of financial planning and budget development.

- Assists with planning, organization, and coordination of budget development process of the City's budget. Assists in developing, reviewing, and monitoring long-range goals, budget objectives and performance measures. Analyzes and evaluates City’s revenue history and expense data for budget planning and long range financial planning.
- Assists with the development, production and administration of Citywide operating and capital improvement budgets.
- Performs a variety of financial research and analysis identifies, investigates, and makes recommendations for changes as necessary;
- Performs cost-benefit analysis on proposed changes; produces findings and recommendations and prepares related reports.
- Prepares preliminary budget estimates, including salary and benefits projections; evaluates revenue and expenditure requests from departmental staff and formulates recommendations; and prepares budget documents
- Monitors current year budget; prepares status reports and manages budgetary control systems; recommends and processes budget amendments; prepares periodic budget reviews for submission to City departments, City management and the City Council. May assist with the preparation, development of financial reporting, funding forecasts and compile various financial and/or statistical data for negotiations with bargaining units.
- Updates the City’s cost allocations to ensure that results meet the goals and objectives of the City.
- Participates in the development, implementation, and coordination of assigned programs and projects; ensures resulting reports satisfy professional standards and legal requirements; coordinates with internal staff and outside groups and agencies.
- Provides responsible staff assistance to the Budget/Revenue Manager including attending meetings and presenting staff reports.
- Performs other duties as assigned.

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Bachelor’s degree with major course work in business, public administration, finance, accounting, economics, or closely related field; and two (2) years of increasingly responsible professional experience in a government agency performing financial analysis and reporting is required
Experience performing budget development and/or long range financial planning is desirable.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed material and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
WORKING CONDITIONS
Must be able to pass a pre-employment physical and background investigation, including fingerprinting.
