Plans, coordinates, and administers the development of facilities for a major county department or program; and performs other related duties as assigned.
Distinguishing Characteristics
This class is distinguished by its responsibility for planning, directing and coordinating an ongoing program concerned with the planning, design, and development of facilities for the County of Maui.
Examples of Duties

- Plans, directs and coordinates the development and maintenance of a long range plan for facilities; coordinates the development of a master plan for upgrading and future development of facilities;
- Develops and implements policies, procedures and standards relating to the planning, acquisition, design, construction and inspection of facilities;
- Coordinates the preparation of professional and technical planning, engineering and surveying reports;
- Reviews and comments on engineering, architectural and landscaping plans and designs for new facilities;
- Schedules priorities for capital improvement projects;
- Determines scope of projects and oversees the acquisition of appropriate permits and other requirements;
- Makes recommendations for consultant services and monitors consultant selection process;
- Writes contract specifications, recommends contractor's bid for awards, and coordinates bidding process;
- Coordinates the work of planning and engineering consultants and recommends completed work for department's approval;
- Directs the inspection of construction projects in progress and upon completion;
- Participates in the coordination of various types of land purchases for the department;
- Coordinates the preparation of proposals and applications for various Federal and State grants;
- Participates in the preparation of the department's Capital Improvements Program budget;
- Represents the department at meetings and conferences with government agencies, the county council and community groups on planning, development and improvement matters;
- Coordinates division activities with those of other divisions and public agencies in order to ensure consistency in meeting departmental goals and objectives;
- Establishes broad work plans and priorities; reviews divisional operations and organization and initiates changes as required;
- Evaluates personnel needs of the division and participates in the evaluation of work performance and selection of new employees;
- Supervises the work of division staff;
- Prepares oral and written reports and correspondence on the status of parks and facilities projects.
Minimum Qualification Requirements
Training and Experience: Combination of education and experience substantially equivalent to graduation from an accredited college or university with bachelor's degree in urban or city planning, civil engineering, architecture, business or public administration or a related field and four (4) years of professional work experience in city planning or related planning activities one of which shall have been in a supervisory or administrative capacity.
License Requirement: Possession of a valid motor vehicle operator's license (type 3).
Knowledge of:principles and practices of administration and management; planning principles and practices as applied to development of facilities; procedures and practices of land acquisition and contract preparation; new and improved theories, methods and procedures in development and utilization; methods and practices used in preparation of plans, specifications, estimates and contracts; building codes, ordinances, rules and regulations; report writing; budget preparation.
Ability to: plan, assign and direct the work of others; establish and maintain effective relationships with other divisions and departments; develop operating standards and policies; formulate long range objectives and goals; review engineering plans, designs and specifications; explain technical aspects of departmental projects to community and civic groups and organizations; prepare or review administrative and technical reports and correspondence; prepare and justify budget estimates; give clear and concise oral and written instructions; prepare technical reports.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
