The Position
The purpose of this classification is to perform advanced administrative and professional work in the management of code investigation and enforcement, with a high level of emphasis given to informing and educating as a means of achieving compliance. The Code Enforcement Department shall be established as a law enforcement unit as defined by the Official Code of Georgia, Annotated

- 35-8-2(7)]. The Director of Code Enforcement shall have the power, authority, and responsibility to discharge the duties of a department head of a law enforcement agency as defined by the Official Code of Georgia, Annotated
- 35-8-2(4) [O.C.G.A.
- 35-8-2(4)] and, in addition thereto, shall perform such other duties as the city manager and/or board of city commissioners may from time to time prescribe; plans, organizes, assigns, and supervises a staff engaged in a variety of specialized activities related to urban land development codes, minimum housing codes, nuisance abatement, and the protection of City of Albany and Dougherty County’s quality of life; attempts to work out reasonable solutions to problems in the best interest of all concerned, and assist customers in obtaining resources or information to achieve code compliance; supervises professional employees engaged in violation investigations; enforces national, state, and local laws, ordinances, codes, and regulations; promotes understanding of the applicable codes and the administration of all technical aspects of code enforcement.
Duties
Enforces all City ordinances, particularly building and zoning ordinances, environmental ordinances, business license (occupation tax) ordinances, and the false alarm ordinance.
Fulfills the code enforcement functions for Dougherty County as agreed to by House Bill 489 Service Delivery agreements, and therefore has the authority to perform said duties in the unincorporated area of Dougherty County.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Provides updates to the City Manager and regular presentations to the Mayor and City Commission on the status of blight and code compliance concerns within the City.
Coordinates, assigns, and reviews work; establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
Plans, directs, coordinates, and reviews the work plans for compliance staff; assigns work activities, projects and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
Manages and provides direction in the enforcement of all Code Compliance programs and works closely with the Historic Preservation Commission and Planning &
Development staff. Develops, manages, and implements City Policies and Procedures for Code Enforcement that are consistent with State Law and Local Ordinances.
Directs, manages, plans, coordinates, and executes the enforcement of state & federal laws as well as local codes & ordinances applicable to dilapidated buildings & structures, abandoned vehicles, general care of property & premises, and other use & presentation of the community.
Supervises work functions associated with the enforcement of codes and ordinances governing construction, premises, zoning, and occupancy of buildings and structures to ensure the health and safety of the general public.
Responds to citizen and commission concerns, complaints and problems; investigates business license and applicant/holders; enforces codes and ordinances; completes background checks; conducts field interviews.
Coordinates and/or conducts field inspections regarding minimum housing standards, unlawful dumping, and related building/structure construction and occupancy standards; documents and records inspection results.
Prepares and manages the Department's budget, including forecasting funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures and implement adjustments.
Serves as the City's representative to interpret municipal code violations, determines public nuisances, and issues civil fines when administrative remedies are employed to gain code and permit compliance.
Maintains contact with the City Attorney's Office during assigned case investigations; assists in reviewing researching and analyzing investigative cases; testify in court as needed.
Researches best practices from comparable municipal governments and code enforcement departments to keep the City abreast of changes and innovations in enforcement practices.
Responds to and handles difficult compliance cases regarding municipal code provisions and effectively communicate City regulations to City officials and the public relating to building, zoning land use, planning, and related issues.
Represents department and county by participating in activities of various task forces, associations, and other organizations.
Performs other related duties as assigned.

Operates a motor vehicle in the performance of duties. Performs other related duties as required.
Supervisory Responsibilities

Minimum Qualifications
Minimum of eight (8) years of professional experience in leadership development, program/project management, land use planning, Code Enforcement operations/activities that include two (2) years of supervisory and management experience; or an Associate's degree with major coursework in public or business administration, geography, City and regional planning, criminal justice, political science, or a related field and six (6) years of experience as described above; or a Bachelor's degree and four (4) years of experience as described above; or an equivalent combination of education, training, and/or experience.
Peace Officer Standards and Training (POST) certification requirements as a law enforcement officer required.
