PAY AND BENEFITS
Annual Pay Range: $87,842.51 - $110,855.95
Hourly Pay Range: $42.231975 - $53.296131
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

We are seeking a motivated and experienced Senior Management Analyst with strong communication and organizational skills to join the Clackamas County Juvenile Department.
The Juvenile Department provides prevention and early-intervention services to at-risk youth, along with case management for youth referred for delinquent behavior. In this role, you will serve as a key partner to the Department Director, senior leadership, and operations team by providing high-level management, analytical, and administrative support. You will lead complex financial and administrative functions, coordinate key programs and services, and conduct detailed analyses to help inform strategic decisions.
Key Responsibilities Include:
• Preparing, administering, and monitoring the department/division annual budget
• Preparing and analyzing financial reports and evaluating financial operations, trends, expenses, revenues, and resource needs
• Overseeing grant applications, management, and reporting requirements
• Leading or conducting complex administrative, management, and financial functions
• Managing and coordinating assigned programs, systems, or services
• Overseeing the department's procurement activities
• Representing the department and senior leadership in internal and external settings, including participation on committees, councils, partnerships, and special projects

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of five (5) years of relevant experience providing professional administrative, management, or operations support within a program, department, or agency
• Financial analysis experience including financial planning, budgeting, tracking expenditures, and preparing and analyzing financial statements and reports
• A minimum of two (2) years of project management experience
• A minimum of two (2) years of procurement experience
• Grant experience, including researching, writing, utilizing governmental and private grant portals for application, monitoring, reporting, etc.
• Experience conducting research, collecting and analyzing data, and providing recommendations based on findings
• Experience working with confidential and sensitive information
• Strong interpersonal skills that translate into:
• Ability to establish and maintain effective working relationships and partnerships both internally and externally
• Independent decision making and problem solving skills
• Be detail-oriented, respectful of the needs and interests of others, assertive, accessible and approachable, and self-directed (able to work without close supervision)

Preferred Special Qualifications/ Transferrable Skills:*
• Seven (7) or more years of experience working in a similar position, with proven leadership in managing complex projects and initiatives
• Five (5) or more years of project management experience
• Five (5) or more years of procurement experience
• Experience managing and overseeing grant processes in a public sector or nonprofit environment
• Bachelor's Degree in Accounting, Finance, Public Administration, Communications, Business, or a closely related field

TYPICAL TASKS
Duties may include but are not limited to the following:
• Prepares and administers department/division annual budget with multiple funding sources in addition to tax base and general fund; evaluates expense/revenue history, effective use of resources, and projects upcoming revenues and expenses; analyzes competing budget requests, assists in determining priorities, and makes recommendations; prepares budget justifications and presentations; monitors revenues and expenditures, maintaining financial responsibility and compliance within legal budget requirements; adjusts projections; oversees, researches and forecasts revenues.
• Actively engages in budgetary control processes including the creation, implementation, and evaluation of budgets, ensuring that the process is both strategic and adaptable to changing circumstances. Leads budgetary control processes in collaboration with the department's senior leadership team and other members of the department's operations, team through discussions, regularly scheduled reviews, and monitoring. Is the liaison to the Finance Department for the department, and PGA for department website.
• Prepares and analyzes reports on accounting, financial and statistical issues, including financial operations, trends, expenses, and revenues; analyzes and evaluates financial needs and resources; presents recommendations and advises senior management on effective use of financial resources; ensures complete fiscal and reporting activities; oversees or performs grant application activities involving complex proposals and/or reporting, and ensures compliance with program reporting requirements and regulations, with awareness of financial reporting requirements.
• Oversees grant application processes along with ongoing monitoring and reporting including annual DOJ Byrne grant and OJJDP grant for school based behavioral health and substance abuse prevention programs. Responsible for biennial Basic & Diversion fiscal compliance and reporting.
• Directs or conducts a variety of complex administrative, management, and financial analyses and studies related to assigned issues, programs or specialty areas which may be complex, controversial or sensitive; identifies problems, determines analytical techniques and statistical and information-gathering processes; obtains information and data, and conducts analysis including statistical and cost-benefit analysis, and measurement of program effectiveness and outcomes; analyzes alternatives and makes recommendations including estimated fiscal and organizational impacts; develops, revises, recommends and implements policies and procedures to improve management processes and maintain compliance; interprets policies, rules, regulations and requirements from other agencies; analyzes pending legislation and proposed administrative rules to determine impacts, and recommends response options.
• Prepares memorandums and reports to inform department director in key operational, policy, and compliance areas such as those involving resource needs and shortages such as, but not limited to Fleet utilization, space planning, overtime analysis, legislative issues that have operational and financial impacts (e.g. reimbursements for expunctions); oversight for development, training, and implementation of the Limited English Proficiency (LEP) policy and planning activities for the department.
• Manages and coordinates assigned program(s), systems or services, including providing high level technical support, researching best practices, creating work plans, monitoring revenues and expenditures, and quality assurance and control; oversees and reconciles a variety of complex program data and issues against external constraints such as contractual agreements, laws, etc.; leverages resources to increase effectiveness; oversees and prepares financial and other reporting for areas of responsibility.
• Responsible for department's procurement functions including being the liaison to the Procurement Division of the Finance Department, working with the department's senior leadership team on contract development, communications with vendors and providers during the development process, planning for and implementation of Request for Proposals. Responsible for contract oversight and monitoring deliverables and compliance with contract requirements and county process requirements; produces utilization reports to the senior leadership team as well as other members of the operations team. Serves as the final approver for all procurement card purchases for the department.
• Represents department/senior management team both internally and externally; participates on various committees, councils, partnerships, boards, and special projects; builds and maintains effective and collaborative partnerships to promote growth in services and funding; coordinates and facilitates work of internal project teams and ensures completion of work within established time and budget guidelines.
• Represents the department on the County's Workplace Violence Committee, as well as on OHA/DHS statewide workgroups and committees related to federal Title IVE claiming and Behavioral Rehabilitation Services (BRS) claiming. Serves as liaison to Oregon Youth Authority, Youth Development Oregon for all financial matters. Coordinates departmentwide COOP planning.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.

The Juvenile Department provides prevention and early intervention services to at-risk youth, as well as case management for youth who have been referred to the department for delinquent behavior.
Its three-fold purpose is to hold juveniles accountable, protect public safety and provide intervention services directed at reforming the youth's conduct.
The Juvenile Department's programs are designed to have the youth restore the losses that they have imposed upon victims and the community at large. We accomplish this by using a strengths based case management approach and by providing opportunities to positively connect the youth in the community.
