PAY AND BENEFITS
Annual Pay Range: $100,611.10 - $135,824.81
Hourly Pay Range: $48.370721 - $65.300391
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
The Social Services Division of the Department of Health, Housing and Human Services (H3S) is looking for an experienced professional with advanced financial, administrative and management skills to provide leadership, program development and monitoring and coordination of the multiple financial and administrative functions within the division. The Administrative Services Manager will plan and oversee administrative and business functions including budgeting, financial reporting and analysis, accounting, purchasing and public procurement, contract administration, grants administration, payroll and shared services management, acts as liaison to other departments and divisions. The Administrative Services Manager will manage the division's professional, technical, and clerical support functions to ensure efficient operations and high-quality service delivery.
The ideal candidate for the Administrative Services Manager position is a strategic leader with a proven track record in administrative management and a passion for social services. They will possess a mix of both technical and soft skills demonstrating effectiveness in streamlining business and program operations with a strong understanding of public procurement, purchasing and budgeting in the public sector, along with a financial systems background working within a social services environment. They will have strong organizational and analytical skills and excel in developing and implementing policies and procedures that enhance efficiency. With exceptional communication and interpersonal skills, they can effectively lead and motivate a diverse team, fostering a culture of collaboration and innovation.
The Administrative Services Manager reports to the Deputy Director of the Social Services Division, provides direction to other division managers on financial and policy issues, and supervises the Administrative Services Team.
Required Minimum Qualifications/ Transferrable Skills:*
• Minimum of seven (7) years of experience in a related field providing operational and administrative support, including at least two (2) years in a leadership or program management role with supervisory responsibilities.
• Experience in budget development and monitoring.
• Experience in procurement & contract administration and monitoring.
• Experience with financial reporting and analysis.
• Ability to work independently and cultivate a collaborative team environment.
• Ability to handle a wide range of situations and circumstances effectively, positively and professionally Ability to establish priorities, organize tasks and projects and work independently.
• Strong organizational skills and attention to detail.
• Computer proficiency with MS Office (Excel, Word, PowerPoint, Outlook, Teams, etc.).
Preferred Special Qualifications/ Transferrable Skills:*
• Knowledge of Federal, State, and local laws, ordinances, and regulations pertaining to management in government agencies in the State of Oregon.
• Public procurement and purchasing experience.
• Budgeting in the public sector or government environment.
• Experience working in social services programs.

TYPICAL TASKS
Financial and Administrative Management
• Leads financial and administrative operations for the Division, including budgeting, financial reporting, accounting, procurement, payroll, contract and grant administration, and shared services.
• Directs preparation, monitoring, and updates of the annual Division budget; oversees revenue forecasting and expenditure projections to support staffing and program operations.
• Prepares and presents accurate financial reports to Department and Division leadership.
Contract and Revenue Management
• Oversees the full contract lifecycle, including processing, amendments, renewals, and compliance with County procurement, legal, and risk requirements.
• Coordinates with County Counsel, Risk Management, Central Procurement, and other stakeholders to obtain required approvals; negotiates selected contracts as assigned.
• Manages revenue agreements, including intergovernmental and funding-related contracts and subcontracts, ensuring accurate reporting, monitoring, and reimbursement.
Grants and Compliance Oversight
• Oversees grants management and compliance activities, including proposal coordination, submission, reporting, and evaluation requirements.
• Manages funder reporting systems and maintains complete grant documentation and files.
• Develops and monitors subrecipient grant agreements in collaboration with Central Finance and contractors; coordinates audits to ensure regulatory compliance.
Program and Personnel Management
• Oversees program operations, client management systems, and administrative support functions, including billing, clerical services, and system maintenance.
• Supervises and supports public facing customer services team and oversees office and infrastructure needs for the Division.
• Recruits, hires, and supervises staff; conducts performance evaluations; administers corrective action; and supports training and professional development.
• Promotes collaborative team efforts within the Division and across County departments to ensure quality service delivery.
Strategic Analysis and Process Improvement
• Provides financial and operational analysis to Division and Department leadership to support decision-making.
• Participates in department-wide initiatives focused on process improvement, documentation, and operational efficiency.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). The expected hybrid schedule is 3 days in the office and 1 day of telework per week; the exact on-site/telework schedule will be discussed with the hiring manager at the time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform at least 50% of their work time on-site at Clackamas County.
