POSITION PURPOSE
The Deputy Utilities Director, under the general direction of the Utilities Director, will perform professional, technical, and administrative work planning, organizing and directing a wide range of public utilities activities and projects including water distribution and sewer line construction and maintenance; water and wastewater treatment facilities; water production and distribution; wastewater collection and pumping; water reclamation operations; water resources and conservation; environmental compliance; working with contractors; residents; businesses and the development community and participating in regional meetings and on committees.
An employee in this class plans, organizes and directs the work of employees engaged in utility municipal operations and services. The employee will provide technical advice and assistance to the Utility Director and Town Engineer in the long-range planning, construction, improvement, and maintenance of water and environmental resources, other infrastructure, and ensures that modern, safe, effective, and efficient practices are utilized by municipal work crews. Work also includes procurement, contract management, plan review, handling citizen issues, budget, and personnel administration of the department. The employee represents the Town to a wide variety of citizens, developers, state, and federal regulatory officials, etc. Other work includes developing objectives, developing, and administering the annual budget and overseeing the Capital Improvement Program, and advising management on special studies and assignments. Work is performed independently and in coordination with Utility Director, and other Town officials.
ESSENTIAL FUNCTIONS AND ABILITIES
Manages and plans the activities within the Utilities Department working with department staff over a wide area and multiple shifts; ensures coordination of activities with other departments and governmental jurisdictions and agencies.
Performs selection, promotion, training, counseling, and performance management of department personnel in consultation with the Utility Director; meets frequently with subordinate supervisors to solve more complex problems; sets priorities and deadlines, and provides guidance, mentoring and direction.
Establishes policies, procedures, and methods for operation and maintenance of the Town’s water/wastewater systems. Integrates technology to ensure network security and system efficiency and resiliency.
Monitors and evaluates the effectiveness and efficiency of service delivery methods and procedures.
Reports to and advises the Utility Director and officials on public utilities projects and activities.
Coordinates with the Utility Director and Town Engineer on plan reviews; and supervision of the design and construction of all phases of water and wastewater utility capital projects.
Plans, organizes, and monitors a variety of contracted work; coordinates with engineers and contractors; makes field inspections of projects to review progress and ensure completion.
Engages in considerable personal contact with citizens concerning service request and complaints; investigates and decides or recommends actions; coordinates projects with other departments; attends Town Council meetings to represent the department.
Prepares and reviews departmental operating and capital budgets; monitors and approves expenditures.
Oversees and Participates in changes in regulations regarding water, wastewater, storm water safety and other related issues.
Performs other duties as assigned.
SUPERVISION – RESPONSIBILITY FOR THE WORK OF OTHERS
Required to collaboratively work with all other employees of the Town, who are assigned with meeting the overall safety objectives of the Town and or Utilities and Engineering Departments
MINIMUM QUALIFICATIONS
Education: Qualified applicants will have a Bachelor’s Degree in Engineering or related field.
Experience: Requires five (5) years of progressively responsible experience in a small to medium municipal water utility service and preferably including three (3) years in a management/director capacity. Requires advanced knowledge in highly specialized systems and procedures related to water, wastewater, reclamation, production, distribution, collection, water resources, conservation, and sustainability. Other combinations of experience and education that meet the minimum requirements may be submitted.
Licenses: Valid AZ Drivers License upon hire.
