The City of Riverside, Innovation and Technology (IT) is accepting applications for the position of SENIOR INNOVATION AND TECHNOLOGY ANALYST - CIS to fill one (1) vacancy in the Applications Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
The Customer Information System (CIS) is the utility’s core platform for managing customer accounts, service orders, metering, and billing. This system plays a central role in ensuring accurate, efficient, and reliable service delivery to the community. The Senior IT Analyst will provide technical support, maintenance, and enhancement of the CIS to help the utility operate effectively and serve customers at the highest standard.
Under general direction, the Senior Innovation and Technology Analyst is to perform a variety of complex professional, technical and analytical duties in the areas of programming, testing, troubleshooting, installation, implementation, documentation and maintenance of assigned systems, databases, programs and applications. The Senior Innovation and Technology Analyst is to act in a lead capacity providing technical guidance to the Innovation & Technology Analysts and perform other duties as assigned.
Typical duties may include, but are not limited to, the following:
- Perform complex system analysis and consultation in the design, development, implementation, and maintenance of information systems, networks, servers, supporting hardware and software applications in a specialized technical area.
- Act in a lead capacity over lower-level Analysts and Technicians on a project basis.
- Provide advanced technical assistance to system users in accordance with applicable information systems policies, procedures, methods and techniques.
- Evaluate, plan, implement and integrate new systems and current system upgrades.
- Prepare and design complex technical reports through database and report writing tools.
- Perform project management duties on assigned systems projects.
- Perform research, gather costing information, vendor quotes and recommend hardware and software based on current or new City standards.
- Develop and produce system documentation, instructional, procedural manuals and systems architectural design.
- Coordinate and conduct training for client users on assigned systems, applications, or other special projects.
- Work with administration and propose enhancements to improve services, policies, and procedures.
- Apply strong written and oral presentation skills when working directly with other Analysts or end users of varying technical ability and/or knowledge.
- Maintain effective and professional relationships with vendors and their technical support personnel.
- Provide on-call after hours support 24x7 as assigned.
- Provide scheduled after hours support for migrations, installations, troubleshooting and upgrades as assigned.
Option IEducation: Equivalent to a Bachelor's Degree in Computer Science, Information Systems, or closely related field.
Experience: Four years of full-time work experience in computer science, information systems, voice/data communications, data center operations, database administration or a related field.
Option IIEducation: Equivalent to an Associate's Degree in Computer Science, Information Systems, or closely related field.
Experience: Six years of full-time work experience in computer science, information systems, voice/data communications, data center operations, database administration or a related field.
Option IIIEducation: High School graduation or satisfactory equivalent (GED).
Experience: Eight year of full-time work experience in computer science, information systems, voice/data communications, data center operations, database administration or a related field.
Necessary Special Requirement - When assigned to the Police Department, must be able to successfully pass an extensive police background.
Highly Desired Qualifications:
Experience in the Following:
- 2+ years in professional experience working with .NET, modern Frameworks and relational Databases.
- 3+ years of Full Stack Development experience
- 4+ years of advanced (Customer Information System) CIS system administration experience
- 4+ years of advanced cashiering system administration experience
- 3+ years Linux OS experience including scripting, cron jobs, system monitoring
- 3+ Experience in leading business system operation tasks
- 4+ years Advanced Oracle and SQL Server expertise
- Strong customer service skills
Ability to do the following:
- Master complex database architectures and write complex SQL statements
- Efficiently lead technical support across different enterprise systems while acting as the Primary support lead of at least one system
- Work effectively with end users and vendors
- Develop and collaborate with other developers, DBAs, and business stakeholders; maintain detailed environmental documentation, operational runbooks, and compliance alignment
