Description
Under limited supervision, performs supervisory and professional-level work involving the strategic management and direction of all Information Technology programs, standards, infrastructures, architectures and policies. Responsible for implementation, planning, coordinating and operating the framework of the management of Information Technology programs. Responsible for maximizing performance of computer systems, network, telecommunications systems, diagnosing problems, program failure or errors of operation, and designing and implementing solutions. Also responsible for supervision of subordinate personnel, demonstrating continuous efforts to improve operations, decrease turnaround times, streamline work processes, assisting in planning and budgetary concerns, and working independently and cooperatively to provide quality services. Reports to the Director of Information Technology.

Essential Job Functions
- Assists the Director of Information Technology in the strategic management and direction of all IT programs and policies for the City of Suffolk. Implements, monitors, and enforces compliance with plans, policies, standards, infrastructures and architectures that establish the framework of the management of IT programs.
- Assists the Director of Information Technology in activities which may include management of desktop technologies; preparation of budgets and control of expenditures; operational planning and service delivery; citywide procurement and approval of all IT hardware and software; recruitment, placement and training of personnel; assessing and presenting complex technical issues and decisions.
- Demonstrates continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work both independently and cooperatively to provide quality services.
- Confers with City departments to evaluate computerization needs; develops and recommends processes to fill determined needs; evaluates available computer hardware and software available and applicable to needs, and makes purchase recommendations or develops software, as appropriate.
- Assists in preparing requests for bids or purchase orders for software and hardware, as appropriate; negotiates and prepares purchase and maintenance agreements with hardware and software vendors; prepares software licensing agreements, as appropriate. Develops and implements schedules for installation of computers and peripheral equipment in consultation with affected departments.
- Confers with and advises subordinates on procedures; evaluates personnel performance to ensure quality of work performed; ensures that subordinates receive training appropriate for assigned positions.

- Attends seminars, conferences, workshops, classes, lectures, etc., and professional meetings to enhance and maintain knowledge of trends and developments in the field of computerized data processing; maintains contact with professionals in the information processing field in order to exchange information.
- Evaluates available computer hardware and software applicable to needs, and makes purchase recommendations or supervises the development of software as appropriate. Recommends and provides for training sessions for users as necessary.
- Performs other related duties as required.
Required Qualifications
Bachelor's degree in Business Administration or an Information Technology related field and three to five years of related experience to include recent Information Technology management experience with previous work history in a combination of hardware, network and application development experience; or any equivalent combination of education, training and experience which provides the required skills, knowledge and abilities. Requires a valid driver's license.

Hybrid Members
Hybrid plan members contribute 4 percent of creditable compensation to the defined benefit plan and 1 percent to the defined contribution plan each month. Members may voluntarily contribute up to an additional 4 percent in 0.5 percent increments to the defined contribution plan each month. Members can increase or decrease their voluntary contributions on a quarterly basis. With the mandatory and voluntary contributions to the defined contribution component of the plan, members can contribute a maximum of 5 percent with a 3.5 percent match from the employer. Members invest in various investment options that best fit their needs.
Vested after 5 years in the defined benefit part of the plan. Vested in phases based on years in the Defined Contribution part of the Plan. Sick Leave
Part Time employees earn 4 hours per month Sick leave accrues at the end of the month and may be accrued with no ceiling.

All regular full time employees are granted 24 hours of personal leave each calendar year. Personal leave must be preapproved and is not cumulative.

Employer Sponsored Short Term and Long Term Disability
Provides disability coverage for employees work and non-work related disabilities. Work related disabilities are covered starting on day one (1). Non work related disabilities are covered starting on day eight (8), after you have been employed for one year.
Flexible Spending Accounts
Employees may participate in the Health Reimbursement, Dependent Care Reimbursement and Premium Reimbursement Accounts. All deductions are made on a pre-tax basis and will reduce your taxable income.
Life Insurance
The city pays the entire premium for life insurance coverage in the amount of 2 times annual salary for natural death and 4 times annual salary for accidental death.

Employees have the option of electing additional life insurance coverage in the amount of 1, 2, 3 or 4 times their annual salary. Employees may only purchase optional life insurance on spouses and children if they are enrolled in optional life insurance for themselves.
