Under limited supervision by the Hamilton County Water & Wastewater Treatment Authority (WWTA) Executive Director and the WWTA Board, oversees the management, budgeting, and operations of the (WWTA) wastewater treatment plants and sanitary sewer collection system.
ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics. Supervises lower-level plant operators, to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
Responsible for shift time management, to include: scheduling; approval of leave/absence requests; etc.
Participates in reviewing and monitoring adherence to operational plans and procedures.
Coordinates activities with other internal departments as appropriate.
Reviews and analyzes daily logs, data sheets, and laboratory data to ensure appropriate safety and operational levels are achieved.
Monitors wastewater operations and associated systems and equipment for potential problems and generates work orders as appropriate.
Responsible for meeting state required permit limits.
Maintains an accurate inventory of chemicals utilized in treatment operations; coordinates the delivery and downloading of chemicals; conducts sampling to monitor the effectiveness of chemical distribution and makes appropriate adjustments to feed rates.
Supervises and participates in maintaining, operating, and checking the operation of collection systems and lift stations, and chlorination facilities; operates pumps, valves, and other equipment by hand or mechanical means to regulate the flow of wastewater through various primary, secondary, and tertiary treatment processes; and maintains an even flow to assure maximum efficiency of plant equipment.
Supervises and participates in the collection of wastewater samples and other materials at scheduled times; performs standardized control tests; operates, adjusts, and maintains chemical feed equipment to ensure compliance with established standards; performs record keeping functions such as logging plant operations, test results, maintenance work performed, and unusual operating conditions encountered; prepares special reports as required.
Supervises and participates in routine and higher-level maintenance at plant facilities and grounds including washing down facility daily, maintaining grounds, the sludge handling facilities including odor control and performing general housekeeping duties; performs maintenance of plant machinery, equipment, piping and structures; cleans air diffusers, clears blockages from pipes and valves; and, performs repairs as necessary.
Serves in an on-call capacity in order to provide assistance in emergency operations.
Ensures necessary communication between WWTA Board, WWTA Executive Director, department staff, and regulatory agencies; researches and troubleshoots technical issues; prepares and files necessary reports related to wastewater treatment and discharge operations; may provide oversight and inspection of contractor work activities.
Performs other duties as assigned.
Knowledge of wastewater and sanitary sewer construction plans and other documentation and specifications for the construction and maintenance of WWTA sewers and treatment facilities.
Knowledge of WWTA rules and regulations and County policies and procedures.
Knowledge of Federal and State codes and regulations relating to wastewater treatment, sanitary sewer operations and workplace safety.
Knowledge of the fundamental principles of supervision, sewer and wastewater system construction and maintenance project budgets.
Knowledge of Geographic Information System (GIS) methods, practices, and applications.
Knowledge of the WWTA Comprehensive Management Operation Maintenance (CMOM) Program.
Knowledge of the WWTA Fat Oil and Grease (FOG) Program.
Knowledge of Supervisory Control and Data Acquisition (SCADA) System.
Knowledge of Close Circuit TV (CCTV) System.
Knowledge of Pipeline Assessment & Certification Program (PACP).
Knowledge of Manhole Assessment and Certification Program (MACP).
Skill in reading, interpreting, understanding, and applying applicable Federal and State rules and regulations, Hamilton County Policies and Procedures, WWTA rules and regulations.
Skill in using a computer laptop and smartphone for Work Order system.
Skill in operating Wastewater Treatment plants and Decentralized Treatment systems.
Skill in establishing and maintaining cooperative working relationships with the public, department staff, other County departments and contractors.
Skill in effectively communicating in both oral and written form and in organizing and supervising wastewater/plant staff in the efficient and timely performance of quality work.
Ability to maintain good interpersonal relationships with staff, co-workers, managers, and citizens.
A Bachelor’s Degree in Environmental Science or a closely related discipline, plus five (5) years of direct work experience in the operation and maintenance of permitted wastewater treatment plants, Decentralized Treatment systems and sewage collection systems, two (2) years of which must be in a supervisory capacity. A valid driver’s license is required.
OR
An Associate’s Degree in Environmental Science or a closely related discipline, plus seven (7) years of direct work experience in the operation and maintenance of permitted wastewater treatment plants, decentralized treatment systems and sewage collection systems, two (2) years of which must be in a supervisory capacity. A valid driver’s license is required.
OR
The equivalent of a high school diploma and nine (9) years of direct work experience in a wastewater facility two (2) years of which must be in a supervisory capacity. A valid driver’s license is required.
SAFETY SENSITIVE:
This position has been identified as “safety sensitive” under the definition of 49 CFR Part 40-Department of Transportation Workplace Drug and Alcohol Policy. This position will be subject to drug and alcohol testing for the following: 1) post offer pre-employment 2) when there is reasonable cause 3) after an on-the-job accident or contributing to an accident 4) on a random basis 5) prior to return to duty after suspension and/or 6) as follow-up. This is additional and also subject to the Rules and Regulations of The Employee Handbook.
ADDITIONAL REQUIREMENTS:
Must be certified by the State of Tennessee Certification as a Wastewater Treatment Operator Grade II at the time of hire.
Must be certified by the State of Tennessee Certification as a Collection System Operator Grade II at the time of hire or obtain certification within 18 months of date of hire.
This position is deemed essential during inclement weather situations, and must report to or remain at work, even when administrative closings are announced, as determined by the department head.
Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
PHYSICAL REQUIREMENTS:
Work requires limited physical effort involving intermittent driving, sitting, and walking with limited standing. A regular visit to construction and treatment plant sites is required. Occasional lifting and carrying up to one hundred (100) pounds is required. Required to enter confined spaces.
