As the City’s Chief Executive Officer, the City Manager provides strategic, operational, and financial leadership across all municipal functions. Serving at the pleasure of the Mayor and City Council, the City Manager ensures the effective implementation of Council priorities while maintaining high standards of transparency, fiscal stewardship, and service delivery.
This role calls for a leader who can translate vision into action—someone who thrives in complex environments, builds trust across diverse stakeholders, and leads with integrity, accountability, and innovation.
Key Responsibilities
- Serve as the chief administrative officer of the City, overseeing all operations and ensuring compliance with applicable laws, codes, and regulations.
- Provide organizational leadership and direction to department heads and a diverse municipal workforce.
- Develop and implement citywide strategic plans, policies, and performance initiatives.
- Partner with the Mayor and City Council to advance their vision, goals, and Council Work Plan priorities.
- Direct the development and administration of the City’s annual budget and long-range financial planning efforts.
- Represent the City with elected officials, community groups, regional partners, and public-private collaborators
- Lead complex negotiations, manage contracts, and guide intergovernmental and community partnerships.
- Promote an equitable, inclusive workplace and ensure equitable delivery of City programs and services.

The City provides full family, comprehensive medical and dental insurance. Vision and prescription coverages are included in the medical plans. Most limited term and regular status employees who work at least 30 hours per week pay nothing for their medical and dental coverage.

Additional benefits include: Employer paid life insurance and long term disability, an employer sponsored deferred compensation plan, flexible spending accounts (medical, child care), Public Employees Retirement System (PERS) retirement (City picks up the 6% employee's contribution), an employer contribution to a HRA/VEBA medical savings account, paid time off (PTO) accrual at a minimum of 12.66 hours per month, and 4 hours of sick leave, in additional to nine paid holidays and 3.5 paid floating holidays per year.
