DEFINITION
The role of the Information Technology Manager is to ensure a streamlined operation of the Information Technology (IT) Division in alignment with the business objectives of the City. The IT Manager will plan, coordinate, direct, and design IT-related activities of the City, and provide administrative direction and daily support for operational activities in the division. The IT Manager will work closely with decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of City business; and develop and implement IT policies, procedures, and best practices.
DISTINGUISHING CHARACTERISTICS
The Information Technology Manager has considerable latitude in the management of staff and assignments, within general guidelines and professional and administrative standards. This classification is distinguished from the Information Technology Operations Manager in that the Information Technology Manager has broader, city-wide responsibility over information technology. It is further distinguished from the classification of Administrative Services Director in that the Director has overall responsibility for the Information Technology Division as well as the Human Resources and Finance Divisions.

General direction is provided by the Administrative Services Director.
SUPERVISION EXERCISED
Provides direct and indirect supervision of management, professional, technical, clerical, and temporary employees.
Strategy & Planning
- Leads IT Division operational and strategic planning, including fostering innovation, planning projects, ensuring appropriate cybersecurity measures are in place, and organizing and negotiating the allocation of resources.
Acquisition & Deployment
- Benchmarks, analyzes, reports on, and makes recommendations for the improvement and growth of the IT infrastructure and IT systems.
- Manages financial aspects of the IT Division, including purchasing, budgeting, and budget review.
- Develops business case justifications and cost/benefit analyses for IT spending and initiatives.
- Develops and implements all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.
- Develops requests for proposal.
- Negotiates and administers vendor, outsourcer, and consultant contracts and service agreements.
- Ensures cybersecurity concerns are addressed when developing and implementing new systems.
Operational Management
- Manages the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, hardware, software, and peripherals.
- Oversees provision of end-user services, including help desk and technical support services.
- Works with stakeholders to define business and systems requirements for new technology implementations.
- Directs research on potential technology solutions in support of procurement efforts.
- Keeps current with the latest technologies.
- Approves and oversees projects and project portfolios.
- Practices asset management for IT hardware, software, and equipment.
- Manages IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
- Establishes and maintain regular written and in-person communications with the organization’s executives, department heads, and end users regarding pertinent IT activities.
- Ensures cybersecurity is maintained throughout City systems.
Demonstrated Knowledge of:
Network and PC operating systems, including programming, back-up, cloud computing, virtualization, telecommunication equipment, and cybersecurity; current network hardware, protocols, and standards, including VMWare, Office 365, Active Directory, and Telephony; application support for GIS systems; IT infrastructure planning and development; organization’s goals and objectives; applicable data privacy practices and laws; Human Resources management principles, practices, and procedures; project management principles; architecture processes and performance reports of operating systems; recording, reporting, and maintenance of information including network, database, and file management; business and management principles, practices, and techniques related to strategic planning, resource allocation, financial management, and the coordination of people and resources; policy and procedural development and goal setting techniques; pertinent Federal, State and local laws, rules, and regulations; problem solving, consensus building, and negotiation techniques.

Experience, Education, and Training GuidelinesAny combination of experience, education, and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:
Experience: Four years of progressively responsible professional level experience managing various information technology, business, and telecommunication systems, including two years of administrative and supervisory experience. Experience in a public sector agency is highly desirable.
Education: A Bachelor's degree in Computer Science, Information Technology, Business, Public Administration, or a related field is highly desirable. Equivalent education, certifications, and related work experience may be substituted for a college degree.
Training: Any recent training such as academic courses or certification programs which are relevant to this job classification.
License and Certifications: Possession of a valid California Class C Driver’s License and a satisfactory driving record as determined by the City. Professional certifications, such vendor specific certifications from Microsoft and/or Cisco, and certifications in project management, six sigma, ITIL, and cybersecurity are highly desirable.
Other Requirements: Willingness and ability to work the hours necessary to accomplish the work; attend evening meetings; travel out of town and attend workshops, conferences, seminars, and meetings during work and non-work hours; and be available on call for technical support and emergencies.
Special Requirements: Essential duties require the mental and/or physical ability to work in a standard office environment; read fine print on technical documents and computer monitors; drive a vehicle; detect subtle shades of color with no color deficiencies; hear radio or telephone transmissions, frequently with interference and static; speak in a clear, understandable voice with sufficient volume and tone quality to project effectively over radio and telephone; operate a computer and complex radio computer equipment; connect and disconnect cables, phone wiring, and circuit boards; load and unload computer tapes; bend, stoop, stretch, reach, and climb to install, test, and move computer equipment; work at a computer terminal for long periods of time; and strength to safely lift and maneuver up to 40 pounds.
