Role and Responsibilities
· Appoints and removes department heads and subordinate employees as provided by State laws or Charter.
· Prepares and submits annual balanced budget to the City Council for approval.
· Ensure that the laws, provision of the Charter and acts of the City Council subject to enforcement by the City Manager, or by officers subject to the City Manager’s direction and supervision, are faithfully executed.
· Presents reports as the City Council may require concerning the operations of City departments, officers and agencies subject to the City Manager’s direction and supervision.
· Supervises activities of departments performing functions such as collection and disbursement of taxes, law enforcement, maintenance of public health, construction of public works, and purchase of supplies and equipment.
· Plans for future development of areas to provide for population growth and expansion of public services.
· Manages five subordinate supervisors who supervise a total of 35 employees in the Police Department, Public Works Department, Finance Department, Administration Department, Facilities Maintenance Department and Water and Sewer Department. Handles overall direction, coordination, and evaluation of these departments.
· Handles interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Qualifications and Education Requirements
Bachelor’s Degree (B.A.) from a four-year college or university; and five to seven years related experience in executive management capacity or similar education and experience in an assistant management capacity from a larger city. Ability to apply management principles relating to city government.
Preferred Skills
Ability to communicate orally and in writing with citizens, staff, and elected officials through reports, presentations and/or meetings. Strong financial background. Ability to effectively present information and respond to questions from staff, customers, citizens, and the general public. Ability to understand and communicate with people of diverse cultural and educational backgrounds. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Knowledge of Accounting software; Database software; Spreadsheet software and Word Processing software.
Additional Notes
Must be able to pass pre-employment physical and drug screen. Physical demands require frequent talking and hearing; occasional standing, walking, sitting and lifting up to 10 pounds. Close vision required and ability to adjust focus. Noise level of environment is normally quiet.
