The Department of Public Works is responsible for providing quality infrastructure that conveys safe, efficient delivery of essential goods and services, providing clean and beautiful public spaces that maximize the natural environment to enhance the overall quality of life and delivers professional quality public service with a friendly and welcoming atmosphere.
Responsibilities
The Parks Manager develops long-term plans for public parks, manages park capital improvement projects from design to completion, and oversees the maintenance and operations of existing parks and recreational facilities. Key responsibilities include creating master plans, coordinating with other departments and stakeholders, preparing budgets, ensuring public safety and accessibility, and managing staff and contractors. They also handle tasks like grant administration, site assessments, and ensuring compliance with regulations. It is imperative job duties are performed with respect, integrity, objectivity, and in the best interest of the City. All City employees are expected to be honest and truthful at all times.
Essential Responsibilities:
- Planning:
- Develop long-term vision and master plans for parks and recreational areas.
- Conduct site assessments, feasibility studies, and needs analyses.
- Coordinate design and construction documents, including plans, specifications, and cost estimates.
- Project and Capital Management:
- Manage capital improvement programs and park development projects from conception to completion.
- Coordinate with other departments, designers, and contractors on construction and renovation projects.
- Operations and maintenance:
- Oversee the maintenance of park grounds, facilities, and equipment.
- Develop and implement maintenance and restoration plans.
- Budgeting and administration:
- Prepare and monitor park budgets and oversee the purchasing of park land.
- Prepare and present reports and proposals to city council and the public.
- Apply for and administer grants from state and federal agencies.
General Responsibilities
- Operations and maintenance:
- Ensure the safety, accessibility, and enjoyment of park users.
- Community and stakeholder relations:
- Coordinate with other city departments, non-profits, and community groups.
- Respond to public inquiries, complaints, and questions.
- Gather community input to ensure parks meet the needs of the public.

- Minimum of five (5) years experience in a leadership role related to the following: Park building and grounds operations, maintenance, and contract administration; project management; program management; and grant administration.
- Bachelor’s Degree in Parks and Recreation Management, landscape architecture, urban and regional planning, or a related field is preferred.
- Possession and maintenance of a valid driver’s license and auto insurance in accordance with state of Wisconsin law required.
Consideration will be given to candidates possessing a combination of education and experience which provides the required knowledge, skills, and ability, as deemed appropriate by the City.
- Proficiency in GIS, project management software, and standard office applications.
- Strong communication, decision making, and problem-solving skills. Ability to apply situational reasoning by exercising good judgment, decisiveness, and creativity in complex situations.

- Ability to build relationships with staff, elected officials, and community members.
- Ability to present to Council and Community Groups regarding department facilities and events.

Position requires onsite visits to various park locations belonging to the City. This position attends council and committee meetings as required. This position represents City Parks on various occasions and serves on a variety of internal and external committees. This position may work evenings and weekends as approved or assigned.
