ABOUT THIS JOB
Position Specific Summary
The Zoning Administrator at the City of Tucson Planning and Development Services Department (PDSD) oversees the interpretation and implementation of the Unified Development Code (UDC) and the Administrative and Technical Standards Manual. Responsibilities include written determinations on substantive code provisions, policy application, zoning certifications, and the interpretation of zoning map boundaries.
This position manages the Current Planning Division (CPD), which oversees zoning, engineering, and landscape reviews throughout the development and permitting process. Working in a collaborative environment, the Zoning Administrator applies professional experience, technical expertise, and sound judgment to guide the team and ensure consistent, high-quality outcomes.
Work is performed under the supervision of the PDSD Deputy Director. This position exercises authority over the Current Planning Division (CPD).
Duties and Responsibilities
Analyzes community and organizational needs, trends, and opportunities to inform policy, program development, and decision-making. Formulates and implements division goals, objectives, and strategic plans that align with departmental and City priorities. Manages division resources, programs, and projects to achieve strategic objectives and ensure compliance with local, state, and federal regulations. Develops and administers the division budget, monitors expenditures, and allocates resources efficiently.
Directs the daily operations of the Current Planning Division through the supervision of section managers and professional staff. Ensures timely zoning and engineering reviews and processing of applications including development packages, subdivisions, floodplain permits, zoning variances, zoning modifications and sign reviews. Monitors high profile and complex projects to ensure coordination between review groups and with applicants. Provides guidance in the interpretation and implementation of the Unified Development Code (UDC) and the Administrative and Technical Standards Manual. Promotes process improvements and customer service excellence in all aspects of development review and permitting.
Maintains professional expertise and ensures staff development through ongoing training, mentoring, and participation in professional organizations. Leads, mentors, and evaluates staff to promote high performance, professional development, and a positive, collaborative work environment.
Fosters strategic partnerships with community representatives, external agencies, and other organizations to address development issues and advance City initiatives. Supports Board of Adjustment as well as other Board, Commission and Committee reviews of special applications.

MINIMUM QUALIFICATIONS
Education:
Bachelor’s Degree.
Work Experience:
Five (5) years of directly related experience.
Equivalency: Any combination of relevant education and experience may be substituted on a year-for-year basis.
Valid and unrestricted Arizona Class D Driver License.
Preferred Qualifications:
5 or more years in land use planning projects.
At least 2 years in a Supervisory capacity in a related functional area.
