: Technical lead to plan, evaluate, develop, implement and monitor all elements of the City of Albuquerque's enterprise networks including wireless networks, local area networks (LAN), metropolitan area networks (MAN), wide area networks (WAN), VoIP and all associated equipment. This role will require a full understanding of all network technologies supported by the City, to enable the development of initiatives including networks for new offices, for disaster recovery and for upgrades. The key purpose of the role is to ensure the stability of the network, through effective design, development and ongoing maintenance. Will participate in, develop and act as primary on assigned department projects.

: ESSENTIAL FUNCTIONS: (Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
- Diagnose LAN/WAN, wireless and voice operational problems and provide effective solutions; perform routine system maintenance, as required.
- Provide analysis and planning efforts for LAN/WAN, wireless and voice data changes that support data integrity and performance.
- Analyze LAN/WAN network and voice performance data and make recommendations for improvements and optimization, maximizing network availability and ensuring network security.
- Evaluate the efficiency of the network operations and make recommendations involving equipment and software efficiency and the need for replacement.
- Provide users and management with advisory and technical guidance and recommendations to improve network operations, functionality, control, and overall support.
- Provide 2nd and 3rd level support for LAN/WAN and escalated issues.
- Participate in the departments after hour rotation to provide out of hours support, as and when required.
- Be aware of the technologies, project management, ITIL processes and procedures in use within the department.
- Adhere to local and regional IT operational standards.
- Serve as liaison with equipment, data, network, and communications vendors.
- Design, develop and enforce standards for the data network Infrastructure system access, modification enhancement and replacement of system hardware and software.
- Plan and coordinate City-wide data network Infrastructure communications projects; recommend appropriate technology and implementation strategies to meet City needs.
- Ensure documentation (Run Book) is created and updated for any changes, additions, deletions and revisions to network components, wiring and facilities.
- Serve as lead over all aspects of assigned network development and software implementation projects; evaluate and assess client needs; identify and recommend allocation ofresources including staff, equipment and materials; set task priorities.
- Work with Project Management to ensure realistic timelines are set and met for all associated network projects.
- Review and develop project cost estimates and justification for new or enhanced system modifications; review and develop requests for proposals for vendor services; evaluate bids and make recommendations on vendor selection.
- Prepare and present project progress reports for department management or committee; identify problems and issues; recommend solutions.
- Oversee and recommend quality assurance procedures for network information system services.
- Other duties as assigned to fully meet the requirements of the position.
Supplemental Functions
- Serve as Department of Technology and Innovation representative on a variety of boards, commissions and ommittees; prepare and present staff reports and other necessary correspondence.
- Provide daily status reports to the Network Information Systems Manager and City Management as required.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of communications.
- Perform related duties and responsibilities as required.
- Remain current on networking, as well as telephony training and technologies.
: Education directly related to the minimum requirements below may be substituted for experience on a year for year basis.
Bachelor's degree from an accredited college or university in engineering, or computer science;
and
Three (3) years of experience in large scale, enterprise network, VoIP or wireless communications.
Possession of Cisco network certifications preferred.
Additional Requirements
Possession of a valid New Mexico Driver's license, or the ability to obtain by date of hire.

Office and outdoor environments; exposure to computer screens, electrical energy; will be required to work at multiple worksites; inclement weather conditions; limited exposure to dust, grease, and noise.
Physical
Essential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods of time; extensive use of computer keyboard and computer display; travel from site to site, moderate to heavy lifting and movement of equipment; bending, stooping, kneeling, climbing up and down communication towers and mountainous terrain; weather conditions may require hiking up to mountain sites to perform system repairs.
