Performs skilled technical and administrative support, updating records, collecting and receipting tax and other revenue payments, assisting with real property and personal property data entry work, desktop review of physical characteristics, and sketch comparison in Pictometry. Work is performed under the limited supervision of the Assistant Tax Administrator.
- Receives tax payments for real estate and personal property in person and through mail, processes credit card payments, issues receipts for payment, and posts payments to accounts;
- Closes and balances cash drawer daily, prepares daily bank deposits, and balances accounts receivables;
- Updates real property records and reappraisals; maintains real property database through data entry of property characteristic changes, parcel splits, new construction, and updated valuation schedules, and assigns accounts for new taxpayers;
- Retrieves building permits from the Permitting department, prints property cards, maintains permit status, and assigns permits to the appropriate Appraiser, etc.;
- Assists in the Enforcement Procedures process, prepares and mails delinquent statements, prepares a variety of forms, letters, invoices, and correspondence pertaining to the collection of funds, and processes returned mail;
- Uploads and maintains electronic files and records;
- Explains the assessment procedures and related laws and information to the public;
- Resolves routine questions or problems in the appraisal process;
- Organizes and maintains files and records and reviews data entry for accuracy;
- Records appeals in the Cama system, assists with scheduling letters, decision letters, dockets, and scheduling of the Board members;
- Assist in processing personal property abstracts;
- Performs other duties as assigned.
Associates/Technical degree with coursework in real estate or a related field and minimal experience in general clerical work, preferably in a real estate environment or an equivalent combination of education and experience. Bilingual preferred. Previous experience with collections is preferred.
- Thorough knowledge of standard office methods and procedures;
- General knowledge of the principles, practices, and techniques used in the valuation of real property (IAAO 101);
- General knowledge of the geographic layout of Chatham County;
- Knowledge of standard office equipment and Microsoft Office Suite;
- Ability to make decisions relating to assigned operations in conformance with applicable laws and policies;
- Ability to enter data into a computer accurately and at a reasonable rate of speed;
- Ability to solve problems within the scope of responsibility;
- Ability to prepare and maintain reports of work activities;
- Ability to establish and maintain effective working relationships with work associates and the general public.
Physical RequirementsThis work requires the occasional exertion of up to 25 pounds of force; work regularly requires walking, sitting, speaking, hearing, use of hands and fingers, handling, feeling and repetitive motions, frequently requires pushing, pulling and occasionally requires standing, climbing, balancing, stooping, kneeling, crouching, crawling, reaching with hands and arms and lifting; work has standard vision requirements, requiring close vision, distance vision and depth perception; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and working in high, precarious places; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special RequirementsMust possess a valid North Carolina driver’s license.
Must pass the UNC School of Government Property Tax Listing and Assessing in North Carolina exam within one (1) year of employment.
Must pass the UNC School of Government Fundamentals of Property Tax Collection in North Carolina exam within one (1) year of employment.
