The Montgomery County Fire and Rescue Service (MCFRS) Fleet Operations inspects, maintains, and repairs fire and rescue apparatus and ensures compliance with local, state, and federal requirements and regulations. The fleet is comprised of nearly 300 heavy, medium, and light duty vehicles including pumpers, aerials, rescue squads, and ambulances. The department is seeking to fill the position of Program Manager I.

The Montgomery County Fire and Rescue Service (MCFRS) is seeking a motivated, detail-oriented professional to join our Fleet Operations and Support section as a Program I team member. This position is ideal for an individual who thrives in a fast-paced, mission-driven environment and takes pride in providing strong administrative and operational support that directly impacts emergency response readiness.
The successful candidate will provide comprehensive administrative support to MCFRS Fleet through a variety of resource management and tracking programs. This role also supervises and supports fire station fueling operations and facility management functions. Responsibilities include assisting with small tools IFB/RFP development, contract administration and management, financial analysis, invoice review and approval, purchase order requests and tracking, and the coordination with vendors for delivery and maintenance. The position requires the ability to establish work priorities, manage multiple tasks simultaneously, and consistently meet deadlines. We are looking for someone with strong written and verbal communication skills, sound judgment, and the ability to work independently as well as collaboratively. The candidate must be comfortable attending meetings, coordinating with internal and external stakeholders, and performing additional tasks and assignments as needed to support MCFRS operational goals. The Montgomery County Fire and Rescue Service (MCFRS) Fleet Operations Program I position is responsible for providing administrative support to MCFRS Fleet Operations and Support through various resource management and tracking programs. Specific responsibilities include, but are not limited to:
- Support and manage various aspects of Fleet Management Information System (Assetworks/FASuites) including new apparatus data entry and management, PM/DOT report generation, new employee data entry and management, act as backup system administrator, etc.
- Utilizes data collection and analysis techniques to evaluate individual programs; submits oral and written reports to management personnel for t heir consideration and decision making.
- Perform annual apparatus fleet insurance and inventory compliance survey and report/update as necessary.
- Develop and manage IFBs and RFPs, and subsequent contract development and management, for the purchase, replacement, and inspection/repair services to Small Tools and FRS fuel sites and fuel cards.
- Monitor and submit purchase orders (PO’s) needed to support fuel and Small Tools purchases and inspection, preventive maintenance, and repairs and enter PARs, as needed, for PO’s, PCard purchases, etc.
- Approve various invoices that are from different funding sources (PO’s, Direct PO’s, Direct Pays) for fire apparatus and light-duty fleet maintenance, parts, fuel and Small Tools.
- Utilize PCard to ensure EZPass Transponder accounts are paid and purchase other necessary items for Small Tools, as necessary, reconcile PCard monthly.
- Monitor fuel levels at each fire station and place orders for fuel in a timely manner and schedule inspections, preventive maintenance, and repairs at fuel sites and functions in a liaison capacity between the section and department/agency personnel.
- Oversight of invoice coding, overall spending, EZPass transponder coordination with FMIS, etc.
- Develop annual position goals and perform annual performance review.
- Attends meetings and conferences and represents the program managers, other supervisory personnel, or the population served, as directed.
- Performs related duties as required.

Experience: Considerable (3 years) of professional experience in a program/specialization area directly related to the assignment of the position.
Education: Graduation from an accredited college or university with a Bachelor's Degree. Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job related duties. Note: There will be no substitutions for this section.
