The Assistant to the City Manager performs high-level professional work in support of executive leadership. The position is also responsible for the administration, oversight, and execution of the City’s Economic Development program, which includes managing day-to-day programs and initiatives that support the city's economic development strategic plan.

Schedule Commitment
Monday-Friday 8am-5pm with after hours work required to attend assigned board meetings and Council Meetings.
Pay Plan
This opportunity is FLSA Exempt and budgeted on Pay Grade #39.
The pay plan range below is shown to represent opportunities for growth and development within this opportunity. We are seeking to hire between the Min to Mid-range of the pay grade shown dependent upon qualifications.

Examples of Duties:
Economic Development
- Supports implementation of City economic development goals; monitors and evaluates the effectiveness of related programs and initiatives.
- Serves as liaison to the Murphy Municipal Development District Board (MDD), advising on the use of City resources and administering annual budgets, contracts, and third-party agreements.
- Negotiates and manages economic development incentive agreements; prepares and presents project proposals and provides recommendations to the MDD Board and City Council.
- Serves as the primary liaison for prospective and expanding businesses, developers, brokers, and landowners regarding development opportunities and incentives.
- Represents the City at regional meetings and professional development events and collaborates with the Public Affairs Officer on marketing initiatives that promote local businesses, support business retention, and increase local sales tax revenue.
Strategic Planning & Special Projects
- Supports development and implementation of the City’s strategic plan and long-range initiatives, including modernization efforts involving emerging technologies and AI.
- Facilitates cross-departmental collaboration to improve service delivery, address organizational challenges, and implement best practices.
- Develops and tracks performance metrics, dashboards, and benchmarks to evaluate organizational progress and inform decision-making.
- Manage high-priority and sensitive special projects from concept to execution, including initiatives related to budget, and citywide operational improvements.
Grants Management
- Research, prepare, write, and submit complex federal, state, and local grant applications.
- Provide annual training to departments on grant compliance, policy changes, and funding requirements.
- Monitor grant activities, ensure compliance with program requirements, and support departments in grant administration.
Legislative & Intergovernmental Affairs
- Collaborate with City leadership to develop the City’s legislative agenda.
- Serve as liaison to state and local officials, advocating for City priorities and monitoring legislative actions.
- Track legislative proposals, analyze potential impacts, and prepare reports and policy recommendations for the City Manager, City Council, Executive Team, and Department Directors.
Community Engagement & Citizen Relations
- Support the management and provide oversight of the Murphy University (Citizen’s Academy), including curriculum planning and program evaluation.
- Support and coordinate additional community engagement initiatives as assigned.
- Serve as staff liaison to the Youth Advisory Committee Board, providing guidance, support, and strategic coordination.
- Facilitate neighborhood outreach, HOA involvement, and community problem-solving efforts.
- Compose, respond to, and resolve complex and sensitive inquiries from residents, stakeholders, and community groups, ensuring timely follow-up and quality customer service.
Executive Support
- Provide complex, professional-level support to the City Manager, Assistant City Manager, and the City Manager’s Office.
- Prepare, review, edit, and present staff reports, policy analyses, and executive correspondence.
- Assist in preparing the bi-weekly Council Update by gathering departmental reports, compiling key organizational information, drafting summary content, and ensuring accuracy and clarity prior to distribution to the Mayor and City Council.
- Assist in preparing the City Manager’s Office budget and monitor assigned budget line items.
MINIMUM QUALIFICATIONS
- Master of Public Administration (MPA) or related graduate degree.
- Minimum two (2) years of experience in municipal government or related public administration role;
- Must possess a valid Texas Class C Driver’s License; driving record must comply with City policy.
PREFERRED QUALIFICATIONS
- Experience in a City Manager’s Office, including internships or ICMA Fellowships.
SPECIAL REQUIREMENTS
- Must be able to pass a pre-employment drug screen and criminal background check
- Ability to attend evening meetings for Council, boards, public events, and occasional weekend activities as required.
- Required to occasionally lift twenty (20) pounds.
