POSITION PURPOSE: To enhance development of transportation systems within the community through long range transportation planning in support of the Chisholm Trail Metropolitan Planning Organization (MPO). ESSENTIAL FUNCTIONS AND BASIC DUTIES
- Conducts specialized research; gathers and analyzes relevant data; writing of plans; performs special studies such as traffic counts, corridor studies, crash analysis, bicycle and pedestrian facility inventory and assessments, or socioeconomic, demographic and land use inventories.
- Assists with hosting Regional Transportation Planning Organizations (RTPOs) meetings and advising and educating local staff and elected officials in transportation issues and data.
- Coordinates with a variety of local and state transportation officials, elected officials, local government staff, consultants and others on projects and plans.
- Schedules, organizes and attends meetings for technical committee and policy board for Chisholm Trail Metropolitan Planning Organization (MPO). Prepares agendas and keeps minutes. presents reports, research findings, and program updates.
- Ensure funded activities meet requirements of MPOs.
- Ensure the MPO is operated within the guidelines set forth by state department of transportation (ODOT)..
- Perform transportation research and analysis to support the Chisholm Trail MPO's objective.
- May attend ODOT workgroup meetings to participate in data statewide plan development; special project selection, and provide insight to the region’s transportation systems.
- Compiles data for monthly and quarterly reports and deliverables to send to ODOT to ensure compliance with the grant.
- Prepare reports and contracts, such as bid proposals, deeds, environmental impact statements, and property and right-of-way descriptions; and provide public access to this information.
- Understand and obey traffic regulations; and operate a city vehicle to travel to various job sites; and transport materials for meetings.
- Participates in various national associations, regional, statewide, or other transportation meetings.
- Assists with the creation and submission of projects of transportation modes to ODOT for scoring and potential funding.
- Prepares long range planning documents and procedures under guidance of the Director of Engineering.
- Monitor and participate in transportation planning activities of public and private providers of transit and specialized transportation services.
- Serves as an advisor to groups such as local governing and planning boards and citizen working groups; makes presentations to groups; supports community events.
- Conducts public meetings; facilitates input; provides guidance.
- Preparing and updating complex regional and county long-range transportation plans.
- Assists with the preparation of grant applications.
- Review plan submittals for:
- private development of commercial, industrial, and residential tracts.
- City of Enid projects prepared by consultants, to include coordination of Right-of-Way acquisition, utility relocation, and overall construction of project.
- ODOT projects in the City of Enid, including coordination of Right-of-Way acquisition and utility relocation.
- Provide assistance to other departments as needed.
- Perform other duties as required.

QUALIFICATIONS
EDUCATION/EXPERIENCE:Bachelor’s degree (B.A./B.S) from four-year college or university plus three years of related experience and/or training.
CERTIFICATES/LICENSES:Continuing education and professional training required.
REQUIRED KNOWLEDGE:Computer Operations – Proficient personal computer skills including electronic mail, record-keeping, routine database activity to include development of spreadsheets, formulas, record tracking applications, word processing, graphics, etc.
Law and Government — Knowledge of laws, rules of order, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.

Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
MATHEMATICS ABILITY:Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs of theorems.
WORK SCHEDULE/HOURS:Regular – 8-hour shift, typically 8:00 a.m. to 5:00 p.m., Monday - Friday.
Some travel to attend meetings and training may be required. Occasional attendance at after-hours public meetings and conferences.
Other - Salaried position requiring attendance at meetings after hours and the ability to respond personally or by phone to address problems that may develop after normal work hours.
WORK CONDITIONS:Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation. Occasional outdoor setting with exposure to weather conditions.
NOISE LEVEL:Moderate noise (examples: business office with computers and printers, light traffic).
