Essential Functions

- Investigates reports or complaints of dogs, cats, or other animals creating nuisances and takes appropriate action;
- Investigates reports of animal abuse;
- Enforces City animal control and licensing laws;
- Issues citations for violations of animal control and licensing ordinances;
- Explains to the public ordinances relating to the care and keeping of animals;
- Patrols City streets and roads in assigned vehicle;
- Searches for stray dogs and other domestic animals and livestock;
- Impounds, quarantines, and disposes of animals as appropriate;
- Attends meetings and responds to related questions and complaints;
- Provides public education regarding animal control;
- Cleans and maintains the animal control vehicle and cages utilized to detain the animals;
- Prepares and maintains a variety of records and reports;
- May provide training to new Animal Control Officers;
- Maintain prompt and regular attendance
- Performs related duties and responsibilities as assigned.
Knowledge of:
- City organization, operations, policies and procedures.
- Structure, organization and interrelationships of City departments, agencies and related governmental agencies and offices affecting assigned functions.

Ability to:
- Prepare clear and concise reports, letters and memorandum. Learn to operate a variety of animal control equipment and tools in a safe and effective manner;
- Learn to operate computer equipment and be familiar with software programs, spread sheets and data entry;
- Operate a motor vehicle safely;
- Manipulate animal control tools and equipment;
- Learn methods and techniques of licensing, controlling and disposing of animals;
- Learn methods and procedures of animal collection and impoundment;
- Learn operational characteristics of animal control equipment and tools;
- Identify breed, gender and age of animals;
- Interpret, apply and enforce pertinent Federal, State, and local laws, codes and regulations related to animal control;
- Recognize normal and abnormal behavior in animals and determine the appropriate action to take when confronting animals who are agitated, frightened, vicious or injured.
- Safely and properly handle animals without fear interrupting your ability to handle or capture them;
- Identify the physical and behavioral characteristics of common breeds;
- Prepare and maintain accurate and complete records;
- Prepare clear and concise reports;
- Respond to requests and inquiries from the general public;
- Work independently in the absence of supervision;
- Understand and follow oral and written instructions;
- Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs;

Experience:
- One year of experience in the care and handling of animals in a kennel, veterinary or related field.
Education:
- High school graduate or equivalent. College level course work in animal science, zoology or a related field is desirable.
Licenses and Certificates:
- Possession and maintenance of a valid California Driver License.
- Possession of, or ability to obtain within one year from hire date, a P.C. 832 Certificate issued by the State of California.
- Possession of a Euthanasia Certificate within one year from hire date.

The Animal Control Officer will work a 4/10 schedule. The hours are anticipated to be 10:00am to 8:00pm, to include a Saturday or Sunday. The position works outdoors as well as indoors and is subject to variable weather conditions and exposure to potentially infectious diseases or allergies, as well as wetness and moisture.
