JOB REQUIREMENTS: The IT Manager oversees the City\'s technology
infrastructure and systems, manages IT-related contracts, and recommends
software, hardware, and new technology solutions. This role ensures
employees have reliable, efficient, and cost-effective IT services.
Responsibilities include providing end-user assistance, project
management, and supervising IT Staff. ESSENTIAL FUNCTIONS The IT Manager
is primarily responsible for the operation, maintenance, coordination,
and management of the City\'s IT infrastructure, including: Internet
connectivity City-wide software systems Mobile and wireless devices VoIP
telephone systems Computers and workstations Security cameras and access
control systems Network security OPERATION AND MAINTENANCE Serve as the
primary liaison to the contracted Managed Services provider,
coordinating tasks, tracking deliverables, and ensuring services are
completed in alignment with organizational priorities and timelines.
Monitor and maintain workstations, networks, and associated equipment,
diagnosing and resolving issues. Assign help desk tickets to IT Staff
and ensure timely resolution. Provide IT support to employees for
hardware and software issues. Monitor and enhance network and data
security; address breaches and recommend policies to mitigate risks.
Manage active directory updates for employee onboarding and
terminations. Deliver basic training and orientation for new staff. Stay
informed on IT trends and advancements. Develop and document standard
operating procedures. Serve as the primary contact for IT service
contracts. Provide periodic reports on network usage and system
performance. Administer and maintain City-issued cell phones, tablets,
and access control systems. Install and maintain security camera
networks and associated hardware. Develop, implement, and maintain IT
policies and procedures. PLANNING AND DEVELOPMENT Manage and coordinate
IT service and consulting contracts. Collaborate with City staff to
ensure consistent technology planning across departments. Recommend
budget allocations for City-wide technology purchases. Analyze,
evaluate, and recommend new technology solutions. FINANCIAL MANAGEMENT
Identify cost-saving opportunities within IT operations and budgets.
Provide recommendations on contract awards, equipment, and materials.
Prepare and monitor the Technology Fund budget, plans, and goals.
Interpret and analyze deviations in budgeted to actual expenses.
Maintain data and information for financial reporting. Oversee
purchasing and inventory management for City hardware, software, and
licenses. \*\*\*\*\* OTHER EXPERIENCE AND QUALIFICATIONS: KNOWLEDGE,
SKILLS, And ABILITIES Expertise In Microsoft Windows Operating Systems,
SharePoint and Office products. Familiarity with CAT6 and fiber optic
network cabling. Experience with Supervisory Control and Data
Acquisition (SCADA) systems. Knowledge of VoIP telephone systems and
software. Proficiency in server systems, VMware, network switches, and
networking protocols. Familiarity with security camera systems, access
control, and audio/video recording technologies. Solid technical
background with an ability to give instructions to a non-technical
audience Customer-service oriented Effective verbal and written
communication skills. Awareness of social media and its integration with
IT systems. QUALIFICATIONS/EDUCATION and EXPERIENCE Minimum: Bachelor\'s
degree in computer science, information technology, or a related field.
Two years of progressively responsible experience. o A combination of
education and experience may substitute for a bachelor\'s degree. Valid
driver\'s license. Flexible schedule with availability for emergency IT
calls 24/7. Preferred: Microsoft certification. Three years of
