General Statement of Duties
The Forsyth County Department of Public Health is seeking to hire a Health & Human Services Emergency Preparedness Coordinator. This position is responsible for planning and coordinating the varied public information activities which includes development and dissemination of comprehensive and technical information through a variety of media to stimulate interest and inform staff and the public of Forsyth County Health Department's programs and services. This position is also responsible for developing and maintaining preparedness and response plans for man-made or naturally occurring infectious disease disasters; the mobilization of a mass vaccination/prophylaxis effort in response to an infectious disease or other relevant disaster. This position serves as the departmental liaison to Emergency Management, EMS, Fire/HAZMAT, Law Enforcement, and other first response agencies of local government. The position also has the primary responsibility of assuring Departmental compliance with the contract agreement addendum with the NC DHHS for Public Health Preparedness and Response.
This is a Monday-Friday 8am-5pm position, however there are some preparedness activities that may require some non-traditional work hours, weekends and evenings. 90% of the funding for this position is grant funded and awarded based on compliance with the contract agreement addendum with the NC DHHS for Public Health Preparedness and Response.
Distinguishing Features
The successful candidate should have the following knowledge, skills and abilities:
Considerable knowledge of analytical planning techniques applied in the research and analysis of information pertaining to government programs and operations.
Working knowledge of services offered by State and local agencies.
Ability to communicate effectively in oral and written form.
Ability to establish and maintain effective working relationships.
Considerable knowledge of technology related to emergency preparedness; personal computer, pager/cell phone, two-way radio and broadcast fax hardware.
Be comfortable with public speaking and working with local media outlets.
Minimum Education And Experience
Graduation from a four-year college or university with a major in urban or regional planning, or related field and two years experience in community or transportation planning or experience directing programs or operations in a governmental or military setting.
Highly prefer specific experience in developing complex community systems or emergency response plans.
A four-year degree outside of the relevant academic field plus additional years of relevant experience may also be considered.
A higher education level may be considered as a substitution for all or part of the experience requirement.
A valid NC Driver License is required.
This position must comply with NC G.S. 153A-94.2(b) “requires an applicant for employment to work with children in any capacity, must require the applicant, if offered the position, to be subject to a criminal history record check conducted by the SBI.” These checks must be conducted in accordance with G.S. 143B-1209.26, the statute which authorizes the SBI to provide a fingerprint-based state and national criminal record check to cities and counties.
Essential Duties And Responsibilities
Essential duties and responsibilities for this position include but are not limited to:
Develops and maintains preparedness and response plans for man-made or naturally occurring infectious disease or disasters.
Develops and maintains preparedness and response plans for the mobilization of services to address health care and basic needs in response to infection disease or relevant disasters.
Plans and coordinates emergency communications systems for both the general public and selective communications with health and human service providers, first response agencies and the media.
Develop and coordinate plan?specific training for Forsyth County's health and human service staff, first response staff and select volunteers and/or staff of other health care providers.
Serves as the health and human service agency liaison to Emergency Management, EMS, Fire/HAZMAT, Law Enforcement, American Red Cross and other first response agencies of local government.
Actively consults with the health and human services senior leadership team.
Conducts initial negotiations with various community partners such as hospitals, universities, school systems, etc.
Performs related duties as required.
