IN THE DEPARTMENT OF ECONOMIC DEVELOPMENT
Minimum Qualifications
Master’s degree in Business Administration, Public Administration, Public Policy, Urban Planning, or a related field required; supplemented by seven (7) years of progressively responsible professional experience in economic development and/or workforce development, including at least four (4) years of senior-level management and supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Specific License or Certification: Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position. High level knowledge of public relations and research aptitude. Business, market, and economic indicators and trends. Economic development and workforce development concepts and strategies. Economic incentive and financing methods. Knowledge of Workforce Innovation and Opportunity Act (WIOA) statutory requirements, performance frameworks, and compliance standards sufficient to provide executive oversight, policy direction, and accountability to division leadership responsible for program administration. Proficiency with personal computers and Microsoft Office. Excellent written and oral speaking skills. Ability to manage multiple projects while adapting to fluctuating workloads and deadlines.
Examination
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. Purpose Of Classification
The purpose of this classification is to provide executive leadership, strategic oversight, and governance of high-level initiatives, priorities, and programs within Select Fulton, the County’s economic development and workforce development functions. This position provides executive supervision to division-level leadership responsible for program operations, regulatory compliance, and service delivery, including Workforce Innovation and Opportunity Act (WIOA)–funded programs.
Essential Functions

Provides executive oversight of Workforce Innovation and Opportunity Act (WIOA)–funded programs through Workforce Development Division leadership; ensures alignment with federal, state, and local workforce policies, performance standards, and accountability requirements without direct operational management of programs
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Manages economic development and workforce development long- and short-range strategies through division leadership; approves goals, objectives, policies, and performance benchmarks developed and implemented by division managers for assigned programs, including workforce development initiatives.
Oversees the management of budget preparation and financial strategy for economic and workforce development functions across multiple funding sources, including grant-funded programs; reviews and approves division-level budgets, funding allocations, and fiscal controls prepared by division leadership; ensures fiscal integrity, compliance, and sustainability.
Oversees the County’s economic development and workforce development programs and services to ensure alignment with the County’s strategic plan; delegates program implementation, service delivery, and regulatory compliance to division-level leadership.
Develops, implements, and evaluates plans, criteria, etc., for a variety of projects and programs in support of economic development goals under the County’s strategic plan in the priority area All People have Economic Opportunities.
Assists the department director and division managers with executive-level coordination and issue resolution for significant, high-profile projects; provides guidance and decision-making support while maintaining appropriate separation from program operations.
Oversees and participates in coordinating with County staff and municipal partners to provide timely information and assistance to those who contact the department regulatory assistance.
Serves as an executive liaison between the County, municipal governments, businesses, workforce partners, and community organizations; represents the County on strategic, policy, and governance matters while delegating operational coordination to appropriate division leadership.
Serves as executive liaison to the Local Workforce Development Board, County leadership, and state workforce agencies on governance, policy, and strategic matters, delegates preparation of operational reports, performance data, monitoring responses, and corrective action implementation to Workforce Development Division leadership.
Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of workforce development; incorporates new developments as appropriate.
