Performs difficult advanced protective services and administrative work coordinating emergency services programs, assisting with drills, training, and emergencies, maintaining financial and grant records and files, preparing reports, and related work as apparent or assigned. Work is performed under general direction. Supervision is exercised over assigned personnel.
- Coordinates emergency services programs and training; ensures compliance with laws, rules, and regulations related to emergency services; coordinates training and preparedness activities with City staff, emergency service providers, and outside agencies.
- Develops and coordinates emergency management preparedness activities and contingency plans externally with local industry, other public safety agencies, and internally with department heads in relation to identified emergency responsibilities for those departments.
- Responds to and assists with on-scene emergency management operations for emergency response calls as required, such as fires or chemical spills.
- Develops and implements National Incident Management System (NIMS) training programs for City employees.
- Identifies and prepares grant applications for emergency management and public safety activities; maintains records and files in compliance with local, State, and Federal mandates.
- Oversees the activation and management of the Emergency Operations Center during emergencies.
- Conducts regular assessments of the City's Emergency Operations Plan to include the identification of risks and hazards.
- Assists the Fire Chief in development of emergency response policy for special hazards such as active shooter, chemical and industrial site response, terrorist attacks, etc.
- Develops, coordinates, and implements citywide educational programs to enhance the public awareness of potential natural and man-made disasters.
- Develops mutual aid Memorandum of Understanding (MOU) with local industry and surrounding jurisdictions.
- Manages the Public Information and Warning Systems and Integrated Public Alert and Warning (IPAWS) programs for the City.
- Procures and maintains Emergency Operations Center equipment.
Minimum Education And Experience
- High school diploma or GED. Bachelor’s Degree with coursework in fire, public safety, or related field preferred, and considerable progressively responsible experience in emergency operations, emergency management, or equivalent combination of education and experience.
Licenses And/or Certifications
- Obtain National Incident Management System (NIMS) ICS-100, ICS-200, ICS300, ICS-400, ICS-700, ICS-800, IS-247, and IS-251 certifications within one year of hire.
- Obtain Federal Emergency Management Agency (FEMA) Professional Development and Advanced Professional series certifications or EM Basic/Advanced Academy within two years of hire.
- Valid driver’s license in the Commonwealth of Virginia.
- Virginia Professional Emergency Manager Certification within timeline agreed upon with supervisor.

- Federal, State, and local laws, regulations, and administrative policies involved in disaster and emergency management planning.
- Emergency services and communications systems and equipment, and procedures utilized in staffing and coordinating activities within an emergency operations center.
