GENERAL STATEMENT OF DUTIES
The Animal Services Assistant Director of Animal Welfare assists the Animal Services Director with planning, managing, directing, and supervising the work of the staff in Community Engagement, Animal Control, and Animal Care and Welfare departments. Responsible for facility maintenance and management, safety and security, animal statistical reporting, and maintaining animal management records.
DISTINGUISHING FEATURES OF THE CLASS
An employee in this class manages the daily operations of Animal Welfare services for the Guilford County Animal Shelter. This employee supervises Rescue and Foster programs, Animal Care Programs, Animal Control and Field Services, and Community Engagement programs; ensures compliance with County, State and Federal laws, regulations and procedures; supervises daily animal welfare operations of the shelter, its staff and its volunteers; assists with the hiring, training and evaluation of staff; assists with efforts to increase positive animal outcomes; evaluates operations and community needs and recommends changes in policies and procedures; may represent the animal shelter program in meetings with County officials or community agencies. Work is performed under the general supervision of the Animal Services Director.
Examples of Duties
DUTIES AND RESPONSIBILITIES Essential duties and responsibilities include, but are not limited to:
- Manages the facility management, safety and statistical reporting, and electronic records of animal welfare operations.
- Ensures division compliance with applicable laws governing the operation of an animal shelter facility, including all safety regulations.
- Ensures animals are cared for in accordance with generally accepted sheltering guidelines and standards.
- Interacts directly with the media and the general public in an educational, informative, and customer service-oriented manner.
- Works with volunteers and foster families as well as in efforts to increase their participation.
- Ensures building and equipment are in good repair, are safe, and meet state-mandated standards.
- Creates, generates and analyzes departmental statistical reports. Develops detailed guidelines for managing electronic records and provides employee training on use of software.
- Assists and participates in the oversight of euthanasia decisions, animal placement and flow, behavior evaluations and overall animal care.
- Regularly reviews employee's work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance and recommending promotions/raises, disciplining, and terminating.
- Supports the department by filling in for absent supervisors, developing new standard operating guidelines, and assisting with planning departmental budget.
- Ensures facility management and records management are provided in alignment with the department's overall mission to develop, implement, and meet short and long-term goals. Works with advisory boards and external stakeholders, as needed.
- Assist with increasing the efficiency of Animal Services' departments.
- Able to provide progress reports to county leaders and the Animal Services Director.
- Able to resolve disputes that arise between employees and/or departments and make sure the daily work is not hampered in any way.
- Help the management team and the Animal Services Director make plans for future operational objectives and strategic partnerships.
- Supports the Animal Services Director to ensure highly productive, day-to-day management of the organization and animal welfare programs.
- Serves as an advisor to the Animal Services Director, and as a role model/mentor to other staff.
- Contributes to the creation and stewardship of organizational culture, both internally
- and externally.
- Strong collaboration with Veterinary Medical Director and the Assistant Director of Administration and Finance.
- Helps establish and execute organizational priorities on weekly, monthly, and long-term basis.
- Works with senior staff to facilitate effective long-term planning and strategy.
- Facilitates intra-departmental collaboration to ensure that all departments are communicating effectively and supporting one another as needed.
- Monitors resource and personnel allocation to ensure departments are appropriately resourced.
- Teaches and trains animal control officers and law enforcement officers about animal cruelty cases and successful techniques for positive outcomes.
- Participates in HR decisions regarding staff, approves salaries, and participates in key hires and terminations.
- Conducts, or participates in, annual reviews for department managers and monitoring of annual operating budget.
- Troubleshoots and strategizes to address departmental and organizational challenges.
- Establishes and maintains relationships with county leaders, community supporters and partners.
- Regularly conducts meetings, tours, and other public-facing opportunities.
- Participates in the Emergency Operations, and, will routinely participate in emergency planning procedures, including review of SOPs and partnership with the Office of Emergency Management
- Works closely with Animal Services Director and represents the Animal Services Director during his/her absence.

- Knowledge of county ordinances, including personnel and budgeting procedures.
- Knowledge of department policies and procedures.
- Knowledge of disease management, recognition, control, and prevention as it relates to animal care.
- Knowledge of federal and state laws governing the control and welfare of animals, the sheltering of animals, and animal euthanasia methods.
- Knowledge of laboratory practices and physician protocols dealing with rabies.
- Knowledge of laws, rules and regulations applicable to operating an animal shelter and managing personnel.
- Ability to establish and maintain effective working relationships with the general public and other employees.

Typical Qualifications
MINIMUM QUALIFICATIONS
Bachelor’s Degree in Business Administration, Public Administration or Organizational Management and three years of experience overseeing business operations in an animal welfare organization or company, of which one year in a supervisory capacity;
OR, Associate’s Degree in Business Administration, Public Administration or Organizational Management and five years of experience overseeing business operations in an animal welfare organization or company, of which one year in a supervisory capacity;
OR, High School diploma or GED and seven years of experience overseeing business operations in an animal welfare organization or company, of which one year in a supervisory capacity.
Preferred Qualifications Experience With Animal Welfare Organization Operations.

Physical Demands
An employee in this position must be able to physically perform the basic life operational functions of walking, fingering, standing, reaching. The employee must be able to perform sedentary work.
Working Conditions
Work consists of office environment. No adverse environmental conditions.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
