POSITION TITLE: Code Enforcement Technician
DEPARTMENT: Police - Code Enforcement
REPORTS TO: Code Enforcement Supervisor

Purpose Of Position
Responsible for assisting in the efficient operation of the Code Enforcement Division through the performance of administrative support functions.
Essential Functions
Maintains contact with field Inspectors through multiple computer communication programs and by phone.
Use a variety of computer systems including National Crime Information Center, Nebraska Criminal Justice Information Systems and Law Record Information Systems to retrieve information for vehicle registrations, wanted or stolen item checks, driving records, warrants and other pertinent data; county geographic information system for access to property addressing and ownership.
Answer multi-line telephone system, directs and transfers calls to appropriate personnel, calms irate or upset callers and handles inquiries.
Interviews traffic seeking information; calming irate or upset citizens, and refers citizens to the appropriate department or individual.
Independently makes determinations and calculations of licenses, vehicles and registrations, vehicle abandonment, title application procedure or other matters, and payments received.
Processes certified letters to owners and lien holders, tracks certified letters, processes applications for titles, creates invoices for property owners and processes payments received.
Maintains digital files, records and other departmental information.
Operates copying machine, fax, postage machine, calculator, computer, telephone, and other office machines that ensure the fast and efficient completion of assignments.
Monitors office machine repair, orders supplies, keeps inventory records and maintains cost accounts.
Prepares a monthly statistical report for supervisor.
Prepares identification cards for City personnel.
Prepares all paperwork for Code Enforcement fee disbursements.
Provides support services to other personnel designated by the supervisor.
Attendance is an integral function of this position.
Opens and processes departmental/divisional mail, sorts and distributes mail.
Performs other duties as assigned or as the situation dictates.

Essential Knowledge, Experience And Ability
Knowledge of basic City and County geography.
Knowledge of and ability to utilize general office procedures, standard clerical techniques and office equipment.
Knowledge of and experience in utilizing a variety of computer systems, hardware and software packages.
Knowledge of and experience in using proper telephone etiquette.
Knowledge of basic Law Enforcement Operations.
Ability to handle stressful situations and always maintain composure and professionalism.
Ability to learn City Ordinances, Codes pertaining to both Zoning and Nuisances.
Ability to multitask by answering the telephone, operate the computer and handle walk-in traffic in an orderly fashion.
Ability to compile, maintain and submit required reports and records accurately and in a timely manner.
Ability to work independently, prioritize work, meet deadlines, and make decisions based on established policies and procedures with limited supervision.
Ability to communicate effectively, both orally and in writing.
Ability to follow instructions, both oral and in writing and apply common sense in carrying them out.
Ability to apply proper grammar, spelling and punctuation in preparing written records and reports.
Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals.
Ability to maintain the confidentiality of all department documents, records, and reports.
Ability to effectively communicate, present information, and respond to questions from supervisors, coworkers, and the general public.
Ability to establish and maintain effective working relationships with supervisors, coworkers, and the general public.
Essential Educational, Certification And/Or Licenses
- Certification to operate National Crime Information Center computer system within one year of employment.
- Certification to operate the Nebraska Criminal Justice Information System within one year of employment.
- Obtain and maintain CPR/AED certification.
- Must successfully complete a thorough background investigation.

Work is generally performed indoors in an office setting. While performing the duties of this job, the employee is regularly required to sit for long periods of time at a computer.

The employee must occasionally lift and/or move office and other departmental supplies weighting up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Work may be stressful at times due to working under deadlines and dealing with the general public. The individual is regularly working in front of a computer screen, which may cause eyestrain.
