Position Summary
The Economic Development Analyst performs a full range of professional, technical, and administrative duties to support the Economic Development Department's operations, financial processes, and programs. This role handles correspondence, research, billing, and record-keeping with independent judgment under departmental direction. Key focus areas include facilitating efficient procedures, maintaining financial accuracy, and providing analytical support for economic studies and reporting. The position ensures organized, timely processing to prevent backlogs and supports interdepartmental coordination.
Essential Functions
Administrative Processing:
- Initiate and coordinate departmental correspondence independently, including drafting using Microsoft Office applications and reviewing for accuracy in line with policies and procedures.
- Perform a wide variety of professional-level administrative duties, such as project processing, permitting coordination with City staff, file organization, and maintaining an efficient work environment with clearly marked records for easy access.
- Prepare spreadsheets, organize data, respond to surveys, and provide over-the-counter information or assistance to the public on business development or permit-related requests.
- Prepare articles for newsletters and handle necessary correspondence for departmental responses.
- Keep immediate supervisor and team informed of work progress, potential issues, and suggestions for improvements; communicate and coordinate with others to maximize interdepartmental efficiency.
- Ensure all work is completed in a timely manner to avoid backlogs, including adapting to changes in assignments promptly.
- Act the Nampa Development Corporation secretary for monthly meetings, support agenda preparation and support material for monthly commission meetings.
Financial Processing And Analysis
- Manage quarterly billings for the Business Improvement District (BID); support bookkeeper with monthly financials, treasurer reports, and annual tax filing.
- Manage bi-monthly billing for the Wall Street Trash compactor
- Work closely with the Downtown Relations and Outreach Coordinator to process AP/AR for Downtown Nampa Association programming
- Process Economic Development Accounts Payable and Accounts Receivable
- Provide administrative support for the downtown Nampa parking garage, including processing monthly leases and problem solving with contracted customer support call center.
- Administer the contractual and financial processing functions of the Nampa Development Corp Downtown Incentive programs
- Research and analyze economic development issues, such as legislation, policies, and annual reports; prepare responses to information requests from public/private sectors.
- Update and maintain bylaws, policies, or procedural documents as needed.
Act as staff liaison and secretary for the Nampa Arts & Historic Preservation Commission
Additional Functions
- Respond to internal and public inquiries courteously and timely on email, phone and other forms of communication.
- Cross-train with the Downtown Relations and Outreach Coordinator to provide back-up coverage for essential department functions

Required Education, Experience, & License/Certifications
- Associate degree (required) or Bachelor’s degree (preferred) from an accredited college or university in Business Administration, Public Administration, Economics, or a closely related field; or equivalent combination of education and experience.
- At least 5 years in a technical administrative or economic development role, including financial processing experience preferred.
- Strong proficiency in Microsoft Office (advanced Excel required), Internet applications, and database/spreadsheet management; ability to learn new technology quickly.
- Valid State of Idaho driver’s license.
- Must pass City of Nampa background checks, drug testing, reference checks, criminal history, and driving record reviews.

- Knowledge of administrative procedures, economic development finance principles, and basic urban planning terminology/laws.
- Excellent organizational, analytical, and problem-solving skills; ability to manage ambiguity, make timely decisions, and ensure accountability.
- Strong written and technical communication skills for reports, correspondence, and presentations.
- Proficiency in data analysis, financial tracking, and record-keeping; attention to detail for accuracy.
- Ability to exercise independent judgment, prioritize tasks, and collaborate with team members.

Work Environment
Primarily office-based sedentary work (sitting most of the time) in an indoor setting.
