The City of Boise is seeking a Budget Division Supervisor to join the Finance Department. This position plays a key leadership role in citywide budget development, financial analysis, forecasting, capital planning, and long-term financial strategy.
The Budget Division Supervisor leads a team of budget analysts and works closely with departments, executive leadership, and elected officials to provide clear financial analysis, recommendations, and decision-making support. This role requires strong analytical judgment, public finance expertise, and the ability to translate complex financial information into practical guidance.
Key Responsibilities
- Supervise, coach, and develop a team of professional budget analysts.
- Lead development, administration, and monitoring of operating and capital budgets.
- Prepare complex financial forecasts, revenue and expenditure projections, fund balance analysis, and long-term financial models.
- Analyze fiscal risks, policy impacts, labor agreements, grants, legislation, and new programs or initiatives.
- Advise department leaders, executive leadership, and elected officials on budget strategies, financial impacts, and funding options.
- Lead high-profile citywide financial initiatives, including capital planning and financial systems or tools.
- Develop and improve budget policies, procedures, reporting frameworks, and technical solutions.
Minimum Qualifications
- Bachelor’s degree in public administration, business, finance, economics, accounting, or a related field.
- Five years of progressively responsible professional experience in budgeting, finance, or financial analysis, including experience with complex operating and capital budgets.
- Valid state-issued driver’s license.
Preferred Qualifications
- Master’s degree in public administration, public finance, business administration, or a related field.
- Experience performing highly complex financial planning functions.
- At least three years of supervisory experience.
- Public-sector experience.
- Certification such as Certified Public Finance Officer, Certified Government Financial Manager, Project Management Professional, or Certified Financial Analyst.
