Position Objective: Responsible for maintaining operational readiness of department-managed resources, developing and delivering the department training and exercise plan, and deploying as a field liaison between the emergency operations center and incident command structures during incidents and events. This work is largely conducted under intermittent supervision requiring judgement and discretion with general latitude for decision making.
Essential Functions:
- Ability to define problems, collect data, establish facts, and draw valid conclusions while under significant time constraints during times of crisis.
- Perform operational tests on equipment such as generators, refrigeration units, vehicles, and computers.
- Perform or schedule preventative maintenance on equipment as necessary or directed.
- Provide administrative support and coordination to the Rapid City / Pennington County All Hazards Incident Management Team.
- Develops and coordinates the emergency management training and exercise program.
- Conduct and coordinate training and exercise events pursuant to the training and exercise plan.
- Delivers public outreach and educational programs.
- Perform related duties as assigned by Supervisor.
- Maintain compliance with all County policies and procedures.

- Possession of, or ability to obtain within 30 days from the date of hire, a valid South Dakota Driver’s License.
- Possession of, or ability to obtain within 1 year from the date of hire, course completion certificates for the following courses: FEMA IS 700.b; IS 800.d; IS 100.c; IS 200.c; IS 2200; ICS 300; IS 317.a; SD OEM EM 101, and SD OEM EM 102.
- Possession of, or ability to obtain within 2 years from the date of hire, a course completion certificates for the following courses: FEMA IS-2300; IS-120.c; IS-230.e; IS-235.c; IS-240.c; IS-241.c; IS-242.c; IS-244.b; ICS 400; E/L/G/K 146; E/L/GK 428; and SD OEM EM 103.
- Ability to deliver curriculum and information effectively to a wide variety of audiences.
- Must be proficient in computer skills including office productivity software.

- Ability to maintain regular, punctual attendance consistent with the ADA, FMLA, and other federal, state and local standards.
- This position frequently remains stationary for long periods of time and needs to constantly move about inside the office to access file cabinets, office equipment, and have manual dexterity to operate portable radios and other response equipment.
- Must be able to move up to 10 pounds unassisted, frequently move up to 20 pounds and occasionally move 40 pounds with unassisted.
- Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
- Must be able to communicate clearly and effectively on telephone, radios, in-person and in writing.
Working Environment:- While performing the duties of this position, the employee is occasionally exposed to wet and/or humid conditions; fumes or airborne particles; outside weather conditions; extreme cold; extreme heat.
- Work is performed both indoors and outdoors where moderate noise and interruptions often occur.
- This position may be designated as an emergency duty position and could be subjected to call-out on a 24 hour weekday/weekend/holiday and inclement weather basis.
- Some travel, including overnight and out-of-state stays, is anticipated/expected for both attending and delivering training sessions and courses.
