Job Summary
The RDA Advisor provides strategic support and guidance for the City's Redevelopment Agency initiatives as assigned by the RDA Board. This position ensures compliance with applicable laws, policies, and financial regulations while fostering collaboration between the RDA Board, Taxing Entity Committee members, developers, business owners, auditors, and the community.
Working under the direction of the RDA Board Chair and Board, this role plays a critical part in advancing redevelopment efforts and supporting responsible economic growth.
Key Responsibilities
- Support the RDA Board in overseeing fiscal management of RDA funds, including budgeting, accounting, and reporting
- Review and provide recommendations on redevelopment feasibility studies and project analysis
- Evaluate funding strategies, including Tax Increment Financing (TIF) and incentive programs
- Prepare and present reports, recommendations, and policy options to the RDA Board, City Council, and Mayor
- Ensure compliance with local, state, and federal redevelopment regulations
- Engage with stakeholders to promote transparency, awareness, and support for redevelopment initiatives
Required Qualifications
Education & Experience
- Experience in redevelopment, economic development, municipal management, financial management, tax increment financing, environmental restoration, and/or construction management
Knowledge, Skills & Abilities
- Knowledge of redevelopment practices, economic development strategies, and urban planning principles (or willingness to learn)
- Understanding of municipal finance, TIF districts, grant administration, and public-private partnerships (or willingness to learn)
- Strong research, leadership, negotiation, and project management skills
- Ability to analyze complex data and provide sound recommendations
- Effective written and verbal communication skills
Compensation & Benefits
- Hourly pay: $50.00 – $75.00 (DOQ)
- Temporary position (not eligible for benefits)
- Not to exceed 20 hours per week
Work Environment
This position includes a mix of office work and occasional visits to project sites. Attendance at evening meetings or public hearings may be required.
