Work Schedule: 19 hours per week, Monday - Friday
Description Of Work
An employee in this class performs a variety of clerical duties in support of the county tax functions using established guidelines and procedures. Work involves researching parcels for delinquent taxes. Verifying parcel numbers and providing general information to the public on tax laws and policies. Prepares attachments and other documents related to delinquent taxes. Considerable tact and courtesy must be exercised in frequent public contact. Some independent judgment is required in the performance of duties; situations involving complex interpretations of tax laws and policies are referred to the Tax Administrator. Work is performed under the regular supervision of the Tax Administrator with the cooperation of the Register of Deeds and is evaluated through observation and discussion for accuracy and compliance with laws and policies. The employee may be physically located in the office of the Register of Deeds for the convenience of the public when allowed by the Register of Deeds, but the employee reports directly to the Tax Administrator.
Duties And Responsibilities
- Research parcels and taxes.
- Prepares attachments to collect delinquent taxes.
- Prepares deed certifications on behalf of the tax collector.
- Correlates tax bills to property parcels
- Handles calls and questions concerning tax bills with high quality customer service to taxpayers, attorneys, paralegals, and all others who come in contact with the Collection office.
- Assists the public, taxpayers, attorneys, and mortgage companies in correlating tax bills to property parcels; conducts research to maintain accurate records in property transfers.
- When available and needed, assists with the administration of the Register of Deeds’ office as requested by the Register of Deeds. However, in no event will the Register of Deeds supervise the deed certification process, which is by statute a function of the county tax collector.
Knowledge, Skills, And Abilities
- Considerable knowledge of modern office practices and procedures.
- Working knowledge of North Carolina Machinery Act and county tax policies and procedures concerning listing, assessment, billing, and collecting.
- Ability to read tax maps.
- Ability to compute figures rapidly and accurately.
- Ability to deal tactfully and courteously with the general public in explaining laws, policies, and procedures.
- Ability to establish and maintain effective working relationships with co-workers and county officials.
- Ability to operate assigned office equipment with required speed, accuracy, and skill.
Desirable Education and Experience Requirements: Graduation from high school and some clerical experience involving data input and public contact; or an equivalent combination of education and experience. Knowledge of Tax Laws, specifically the North Carolina Machinery Act, is preferred.
