This recruitment will establish a County promotional eligible list. This list will be used to fill current and future Housing Supervisor positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

The Orange County Housing Authority is a division of Orange County Community Resources that administers the Housing Choice Voucher Program and other similar subsidized housing programs on behalf of the US Department of Housing and Urban Development.

THE OPPORTUNITY
Make a positive difference in the community by providing housing assistance to low-income households, by joining a dynamic and innovative team as a Housing Supervisor with the Orange County Housing Authority (OCHA). The Housing Supervisor works under the general supervision of a Section Chief. The incumbent is responsible for supervising the administration of rental assistance programs and/or operational functions. The Housing Supervisor may supervise the work of staff responsible for any combination of the following: maintaining the waitlist, determinations of eligibility for rental assistance, the performance of leasing related activities, customer service, purchasing, contract administration, compliance, program integrity activities, and/or administrative tasks.
OCHA is divided in four (4) sections, generally performing the following functions:
Occupancy Section: In compliance with federal regulations and local policy, staff in the Occupancy coordinate the opening of the waiting list, verify preference status, determine initial and ongoing eligibility, conduct program briefings, calculate potential rent payments, issue housing choice vouchers, refer potential program abuse for investigation, and execute repayment agreements.
Leasing Section: In compliance with federal regulations and local policy, staff in Leasing conduct initial and biennial Housing Quality Standards inspections of rental units, determine rent reasonableness, negotiate and approve rent amounts, calculate Housing Assistance Payments (HAP), execute HAP contracts with landlords and promote OCHA rental assistance programs in an effort to generate landlord interest and participation.
Special Housing Programs: In compliance with federal regulation and local policy, staff in Special Housing Programs perform similar tasks as those in the aforementioned sections for specialized programs and functions, including but not limited to: Family Self Sufficiency, Family Unification, Veteran Affairs Supportive Housing, and Non-Elderly Disabled Housing, Mainstream, and Continuum of Care program.
Administration: Staff in Administration manage operational functions and oversee program integrity in support of the agency as a whole, including all aforementioned sections.
A hybrid telecommuting work schedule may be available for this position. This may revert to a regular on-site schedule depending on business needs.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess leadership or supervisory experience. The ideal candidate will also possess experience directly related to program rules and regulations of the OC Housing Authority, including knowledge of federally funded subsidized housing programs or experience related to operations, regulations, and policies associated with assistance programs within the public sector.
In addition to the above, the ideal candidate will possess the following competencies:
Technical Housing
- Extensive knowledge of federally funded subsidized housing programs
- Familiarity with the operational functions of a housing authority
- Understanding of due process requirements
- Knowledge of basic principles of auditing
Organization and Planning
- Experience interpreting and applying complex regulations and policies
- Ability to create training and procedural manuals
- Familiar with reviewing, approving, and preparing documents, procedures, correspondence, and reports related to rental assistance and housing information
- Proofreading public documents abilities
Supervision/Leadership
- Experience meeting with subordinates, counterparts, and management to communicate changes affecting operations and collaborating to complete cross-sectional projects
- Proficiency in leading a high performance, results oriented team that routinely has competing needs, objectives, and deadlines, which often require shifting of resources
- Capability to empower and motivate staff to achieve short and long-term goals
- Vision for monitoring workloads to meet deadlines and insuring workloads are manageable for employees
Customer Focus
- Commitment to remaining calm and maintaining professionalism in confrontational situations
- Drive for anticipating and monitoring the needs of internal and external customers and responding in the most effective and appropriate manner

RECRUITMENT PROCESS
Human Resource Services (HRS) screens all application materials for minimum qualifications. After screening, qualified applicants will be referred to the next step in the recruitment process. All applicants will be notified via email of their status in the process.
Recorded Structured Oral Interview (rSOI) | (Weighted 100%)
Applicants will participate in a recorded interview; the recorded interview will then be rated by a panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.
Based on the Department's needs, the recruitment procedures listed above may be modified. All applicants will be notified of any changes in the selection procedure.
Eligible List
Once all assessments have been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for the present and future vacancies.
