General Statement of DutiesPerforms specialized inspections and enforcement work within the Town limits and the Extra-Territorial Jurisdiction (ETJ) to ensure compliance with proper codes and ordinances. Acts as a resource to the public in all code enforcement-related matters.
Description
An employee in this class performs various tasks and duties related to enforcing Town Codes and Ordinances, including zoning and nuisance. The position must possess a general knowledge of practices and procedures for managing code compliance and perform various technical and administrative tasks focusing on zoning and nuisance enforcement, investigation, and response to complaints. The position manages the administration of code issues from discovery to compliance, which requires excellent oral and written communication skills and knowledge of compliance tools provided in local, state, and federal regulations. The Zoning Enforcement Officer works closely with the public to provide customer service on code issues and must exercise appropriate firmness, tact, and courteousness in carrying out duties. The employee is exposed to inside and outside environmental conditions of extreme temperatures, construction noise, hazards, vicious animals, and upset citizens. Work is performed under the general supervision of the Planning Director and is evaluated through conferences, review of case records, and overall completion of assigned tasks.

Examples of Duties and Responsibilities- Observe all areas within the Town limits and ETJ regularly to ensure that the Town’s Unified Development Ordinance and Code of Ordinances are not being violated.
- Receives, investigates, and responds to nuisance and zoning complaints.
- Issues notices of violation when necessary and follows up to ensure compliance in a timely manner.
- Review development permit applications for ordinance compliance and issue permits.
- Identifies and researches property owners, obtains and documents evidence, and prepares, issues, resolves, and maintains notices of violation and other files for Unified Development Ordinance and Code of Ordinance violations.
- Conducts planning department final inspections for development permit compliance.
- Works with other departmental staff to resolve and analyze complaints, violations, and enforcement issues.
- Performs weekend zoning compliance enforcement.
- Patrol the town to locate and remove illegal signs and banners and conduct random site inspections for compliance.
- Compiles and maintains statistics regarding violations and enforcement actions.
- Establishes and maintains effective working relationships with property owners, businesses, other public and state agencies, associates, and the public; and
- Performs related duties as required within the scope of this classification and
- Other duties as assigned.
Recruitment Standards & GuidelinesKnowledge, Skills, and Abilities- Working knowledge of principles and practices of code enforcement functions.

- Working knowledge of code enforcement processes and procedures and investigative methods relative to zoning and nuisance enforcement.

Minimum and Preferred QualificationsApplicants must have a high school diploma (or equivalent), additional course study or experience in zoning enforcement, inspections, zoning, and/or land use ordinances, and one year of related work experience.
Special Requirements- Certified Zoning Official (CZO) or ability to obtain within 1 year of hire.
- Motor vehicle reports may be verified for valid driver’s licenses and that the employee’s driving record matches the Town’s driving criteria. Possession of an appropriate driver's license valid in the State of North Carolina is required.
- Building Trade – Level 1 desired
Physical Requirements- Must be able to physically perform the essential life operational support functions of climbing, balancing, stooping, kneeling, reaching, crouching, standing, walking, lifting, fingering, grasping, talking, and hearing.
- Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds frequently and/or up to 10 pounds of force constantly to move objects.
- Must possess the visual acuity to prepare and analyze data and figures, operate a computer terminal, operate a motor vehicle, perform field site inspections, and use measurement devices.
