Independently performs a variety of moderately difficult tasks related to the administrative and operational functions of the Emergency Management Agency; and performs other related duties as required.
Distinguishing Characteristics
Classes in this series are distinguished by their responsibility for providing subprofessional support and assistance in the review and formulation of emergency management preparedness and response plans and performance of all administrative housekeeping functions for the Emergency Management Agency.
The Emergency Management Technician I is distinguished by its responsibility to independently perform a variety of moderately difficult subprofessional tasks related to the administrative and operational functions of the Emergency Management Agency and to perform more difficult tasks under supervision and guidance on a progressively responsible basis; whereas, the Emergency Management Technician II is distinguished by its responsibility to independently perform the full range of tasks required relative to providing subprofessional support and assistance in the review and formulation of emergency management preparedness and response plans and performance of all administrative housekeeping functions for the Emergency Management Agency.
Examples of Duties
The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
- Participates in developing and maintaining functions of emergency operation, management and planning;
- Assists in implementing and maintaining communications, logistics, supply and resource management activities;
- Provides clerical and administrative services support relative to the Emergency Management Agency's managerial, fiscal and personnel functions to include maintaining appropriate records, documents and files; receiving and screening incoming calls and referring them to proper staff members; etc.;
- Disseminates information and instructions to staff, agencies and the public;
- Assists with the implementation and coordination of the siren maintenance program which includes testing of the warning system in the County with warning points and activation points, including scheduled monthly siren tests and periodic radio tests;
- Participates in the inspection of emergency management supplies and equipment including radiological defense and warning sirens as required to recommend needs for maintenance, replacements, etc.;
- Serves as agency representative in dealing with the public in matters relating to assigned aspects of the emergency management program and functions;
- Attends and participates in various training sessions, exercises, meetings, conferences and public appearances;
- Assists in the supervision and training of emergency volunteer personnel, registers volunteers and obtains personal history and qualifications background, maintains current roster of volunteers;
- During disaster operations and drills, assists in the activation and staffing of the Emergency Operating Center and assists in the supervision of administrative and clerical work;
- Coordinates training programs conducted by Federal, State or other jurisdictions and organizations with the local training program;
- Assists the Administrator or Emergency Management staff during disaster operations in the preparation, issuance and execution of operational matters including the organizing of disaster assessment teams and disaster survey reporting activities, etc.;
- Performs other related duties as required.
Minimum Qualification Requirements
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and two (2) years of progressively responsible clerical work experience, one (1) of which shall have been in support of an emergency management program.
License Requirement: Possession of a valid motor vehicle operator's license (Type 3).
Knowledge of: Federal and State civil defense laws; basic principles of organization and administration; public relations; governmental organization, operations and functions; report writing; departmental policies and procedures; use of computer hardware and software; standard office equipment.
Ability to: understand the objectives and functions of Federal, State and local emergency management programs; interpret applicable laws, ordinances and regulations; coordinate the activities of groups of people; coordinate training programs; read and understand written material; speak effectively and maintain cooperative working relationships with members of other agencies; type and operate computers.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
