Douglas County is seeking to fill the position of Planner with Douglas County Community Development. This position plays a key role in the efficient administration of the County's regulations through review and processing of various development applications and plans, while serving as a resource to the public in understanding County codes and regulations. The ideal candidate will be an individual with experience in professional planning and the skills to be successful in a fast-paced environment where the ability to multi-task and communicate effectively are crucial to ensuring the success of this collaborative team in serving the needs of our community. Current AICP certification is preferred but not required.

Primary Objectives
Performs complex professional planning duties related to the administration of the County’s development regulations; acting as lead on projects/teams; performs related tasks as apparent or assigned.

Primary Duties And Responsibilities
- Provides direction, training and work review to professional and/or technical staff on a project or day-to-day basis; organizes and assigns work, sets priorities, and follows-up to ensure coordination and completion of assigned work.
- Receives and processes various applications such as; variances, rezoning, specific plan amendments, master plan amendments, subdivision maps, annexations, special use permits, and regulation items.
- Interprets, explains and enforces provisions of County codes, applicable laws and regulations, and other policies and standards to potential applicants and the public.
- Assist with public counter inquiries and in the training of public counter staff.
- Reviews construction plans for conformity to codes and regulations; processes routine plans and applications, variances, and use permits.
- Monitors status of development applications from acceptance to issuance of final permit.
- Conducts research studies and prepares reports and recommendations regarding planning and zoning related issues.
- Researches and reviews plans for ordinance regulations; provides specific information to engineers, architects, contractors, developers, property owners, etc. regarding codes, regulations and procedures.
- Prepares a variety of written communications, including analytical reports, correspondence; directs the preparation of graphic materials.
- Develops and provides staff report and related materials for presentation on a proposed project to the County Planning Commission and the Board of County Commissioners.
- May provide work direction and instruction to technical or office support staff; may assist in instructing less experienced professional staff.
- Coordinates efforts with County Planning Office, regional government agencies, community groups, State and federal agencies; attends public meetings and presents information on planning related issues.
- Researches and interprets laws, regulations, and pertinent information related to planning activities.
- Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
- Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
- Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.
Minimum Qualifications

- Bachelor's degree in Planning, Environmental Studies, or a closely related field and a minimum of four (4) years of experience in professional planning; OR an equivalent combination of education, training and experience.

Douglas County provides benefits to full-time employees. Benefits are prorated for part-time employees working 20–29 hours per week. Part-time employees working 19 hours or less, as well as on-call employees, are not eligible for benefits.
No Nevada State income tax.
Retirement – Public Employees' Retirement System of Nevada (PERS)
Douglas County contributes 36.75% of an eligible regular member and 50% of an eligible
Police and Fire member's salary for retirement.
Deferred Compensation Plans – Employees have the option to participate in a deferred compensation program through VOYA, which is funded by the employee.

Compensation
Douglas County uses a Pay for Performance compensation system, where employees receive annual performance evaluations and may be eligible for merit-based salary increases. Qualified employees can earn up to a 3% merit increase on their anniversary date, and may also receive an annual Cost of Living Adjustment (COLA) during the first pay period of each fiscal year, based on the Consumer Price Index, up to a maximum of 5%. In addition, eligible employees who demonstrate exceptional, above-and-beyond performance may receive further compensation through the County’s Recognition of Excellence Program.
