Position Overview
The Town of Damascus, VA, “Trail Town USA”, is accepting applications for a results-driven and forwardthinking leader to serve as its next Town Manager. This role requires an experienced professional capable of balancing public administration, municipal finance, regional engagement, zoning management, and infrastructure development to support both residents and a thriving outdoor recreation economy.
Core Responsibilities
The Town Manager oversees all municipal operations and department heads, including Police, Public Works, and Finance. This role establishes clear administrative benchmarks, modern personnel accountability policies, and serves as the formal Zoning Administrator managing site plan reviews and land-use modernizations. A primary focus includes directing municipal workflows, contractors, and longterm engineering reconstruction to ensure infrastructure resilience for critical town assets and trail systems.
Additionally, the position requires robust fiscal stewardship through the formulation and execution of annual operating and capital budgets, alongside the pursuit of state, federal, and private grants. Responsibilities also include managing policy reporting for the Town Council and partnering with regional planning districts, state agencies, and nonprofits. Through these collaborative partnerships, the role serves as a key regional advocate to champion and grow Damascus’s outdoor recreation brand.
Compensation
$60-$65k
Qualifications
The ideal candidate should have at least a Bachelor’s degree; possess a proven track record of managing capital-heavy infrastructure projects, navigating complex intergovernmental systems, and creating a culture of accountability and efficiency. The Town is looking for a decisive leader who excels in a lean municipal environment. Exceptional communication skills and a deep appreciation for rural, outdoor-centric tourism communities are essential.
