DEFINITION
Under direction, oversees, supervises, and coordinates all recreation programs, activities, and operations within the Parks & Recreation Department; plans and organizes special events associated with specific recreation programs; develops, oversees, and evaluates all recreation programs; supervises, assigns, reviews, and participates in the work of full-time and part-time staff, part-time temporary seasonal employees, and volunteers responsible for providing recreation program services and activities; ensures work quality and adherence to established policies and procedures; and provides highly responsible and complex administrative support to the Parks and Recreation Director.
EXAMPLES OF DUTIES
- Coordinates the organization, staffing, and operational activities for all recreation programs, services, and activities for various ages including youth sports, fee and charge classes, youth and teen afterschool program, senior programs, specialty classes, camps, excursions, special events, and related recreation activities.
- Supervises and participates in the development and implementation of goals, objectives, policies, and priorities for providing recreation services; recommends and administers policies and procedures.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
- Recommends, within departmental policy, appropriate service and staffing levels; plans, directs, coordinates and reviews the work plan for all recreation services and activities; assigns work activities, projects, and programs.
- Reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
- Selects, trains, motivates, and evaluates full-time and part-time staff, part-time temporary staff, and volunteers.
- Provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
- Oversees and participates in the development and administration of the recreation’s annual budget; forecast funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures.

- Oversees, supervises, and participates in planning and organizing special events including ordering supplies and equipment and contracting outside services as necessary.
- Performs a variety of administrative duties including supervising the program registration process; evaluates community needs and interests.
- Ensures that facilities, programs, and activities are meeting changing needs of the community.
- Recommends new recreation programs to meet community needs.
- Forecasts trends and oversees and participates in the development of curriculum; oversees staff responsible for promoting and developing marketing campaigns.
- Supervises the marketing of recreation programs to the community; supervises the design, preparation, and distribution of publicity including press releases, brochures, pamphlets, flyers, and printed schedules.
- Oversees the coordination and development of the monthly calendar of activities and special events.
- Oversees facility management for recreation centers including ensuring facilities are safe and properly maintained;
- Prepares and maintains a variety of reports and forms.
- Serves as the liaison for recreation programs with other divisions, departments, and outside agencies.
- Negotiates and resolves sensitive and controversial issues.
- Provides responsible staff assistance to the Parks and Recreation Director.
- Conducts a variety of organizational studies, investigations, and operational studies.
- Responds to and resolves difficult and sensitive citizen inquiries and complaints.

Minimum Qualifications
Education and Experience: Education equivalent to the completion of high school supplemented by two years of college courses in the field of recreation or a related field. Five years’ experience in community and/or youth recreation or comparable setting. A bachelor’s degree in Recreation Administration, Public Administration or a related field is desired.
Other Qualifications
Possession of a valid Class C motor vehicle operator's license from the State of California and an acceptable driving record.
Physical Demands
Ability to sit, stand,stoop or bend for up to two hours at a time.
Ability to lift up to 50 pounds.
Ability to get from one location to another in the course of doing business.
Ability to see and hear.

Vacation Leave: Accrue at a total of 120 hours per year of employment for a maximum of 320 hours.

Vision Insurance: Provided by VSP. 100% paid for employee only. Lifetime benefit for fully vested employees which is 5 years of full-time employment with the City upon retirement.
Life Insurance: $50,000 per full-time employee.
Disability: Provided for non-occupational accidents or illness. Premiums are paid by the City for full-time employees.
Retirement: The City participates in the CalPERS retirement system. Employees who are classic members of CalPERS, or an agency with CalPERS' reciprocity, will be enrolled in the 2.5% @ 55 benefit formula.
Effective January 1, 2013, new members to CalPERS or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.
All employees hired after January 1, 2012 are required to pay the full employee contribution to CalPERS.
Employee Optional Benefits Plan: The City provides $1,744.00 per fiscal year for each full-time employee to use for the sole purpose of payment of health insurance premiums.
Deferred Compensation: Each month, the City will match an employee’s contribution to the City-offered 457 plan, up to a maximum of 1.5% of the employee’s base salary.
Social Security: The City does not participate in Social Security. The City and employee both contribute 1.45% for Medicare.
