Summary Of Work
The Office of the Adjutant General has an opening in the Administrative Services section for an Account Budget Specialist III. The Administrative Services section is responsible for overall management of the fiscal operations, including the areas of accounting, budget, payroll, human resources and audit.
This role is based in Bismarck, ND. Upon completion of an in-person training period, some telework may be an option.
- Primary job responsibilities of the position include:
- Review documentation and assign proper coding to vouchers, p-cards and deposits
- Monitor expenditures and revenues for consistency with state and federal guidelines
- Ensure proper procurement procedures are followed when purchasing goods and services
- Prepare federal financial reports for federal awards
- Review and analyze costs, activities, operations and forecasts to evaluate financial status, funding needs and any required adjustments
- Administer the credit card collection function and maintain the credit card clearing account
- Assist with the preparation and administration of the agency's biennial budget
- Assist with completion of the Annual Comprehensive Financial Report (ACFR) and Schedule of Expenditure of Federal Awards (SEFA)
- Assist with agency audits
- Assist with fixed asset inventory
- Assist with implementation of new policies/procedures
- Assist with payroll and redistribution
- Supervises, mentors and evaluates assigned team members
- Other duties as required or assigned
Minimum Qualifications

To be considered for this position, you must have
A bachelor's degree in accounting, finance, business administration, or a closely related field
A strong understanding of accounting principles and how to apply them
One (1) year of professional accounting experience which includes working with budgets, grant management, fund tracking, Uniform Guidance, auditing, accounts payable and/or accounts receivable.
To succeed in this position, the applicant must be highly organized, able to multitask and manage your time and priorities effectively to meet established deadlines; understand and comply with generally accepted accounting principles, governmental accounting standards, and internal controls; exhibit a high level of attention to detail and accuracy; as well as maintaining effective working relationships both independently and within a team environment. Work is expected to be performed with a high degree of professionalism, integrity, and quality.
Preferred Qualifications
Preference will be given to individuals with experience in Peoplesoft Financials, Annual Comprehensive Financial Reporting (ACFR), Schedule of Expenditure of Federal Awards (SEFA), federal grant award reporting or federal fund tracking/monitoring, supervisory experience and experience using Microsoft Office products (Word, Excel, Outlook, etc).
