This position is located in the Metropolitan Police Department (MPD), Executive Office of the Chief of Police. The incumbent serves as a key advisor and strategic partner to the Chief of Police, assisting in the overall management and administration of the Executive Office of the Chief of Police.
The Incumbent Will Be Responsible For The Following
- Provides administrative oversight of the activities of the Chief of Police to include, management of the Chief’s calendar, scheduling of appointments, coordination of meetings, preparation of correspondence, reports, and presentations, and responding to incoming telephone calls on the behalf of the Chief and performs the necessary follow up and communicates with callers on sensitive and/or confidential issues received.
- Develops and prepares statements, materials, reports, charts, spreadsheets, and other written material relating to the day-to-day operations and functions of the office.
- Assists the Executive Office of the Chief of Police in exercising executive control and direction over the agency including the development and implementation of strategic initiatives and organizational goals; ensures the alignment of departmental activities with strategic objectives; Conducts comprehensive research and special projects and assures implementation of programs developed and initiated by the Chief.
- Serves as a liaison between the Chief and departmental staff, external stakeholders, and community members; fosters collaboration and communication across departmental divisions and units and facilitates coordination with other city departments, government agencies, and community organizations.
- Creates and maintains cross-bureau relationships to achieve mission success and serves as strategic and trusted advisor to the leadership, particularly for the Chief of Police.
- Provides guidance and support to the Chief during critical incidents and emergency situations; assists with the coordination of responses to crises, including media inquiries, public statements, and interagency communication and assist in developing and implementing contingency plans to address potential risks and threats.
- Oversees, evaluates, monitors and tracks routine and special staff assignments; ensures staff compliance with report due dates and deliverables.
- Ensures compliance with agency and higher-level policies and inclusion of all relevant information required for reaching decisions that have broad and significant impact on the department; and recognizes and acts on matters within the boundaries of polices and processes previously outlined by the Chief.
- Performs a full range of managerial functions to include: assign, direct, and review the work of subordinate staff; administer leave and attendance; evaluate staff performance; recommend hiring, promotions, status changes, awards, disciplinary actions, and terminations; plan, schedule, and coordinate work operations to achieve optimal combination of employees and assignments including resource realignment and/or restructuring plans; address issues or problems related to work operations; negotiate and troubleshoot employee concerns, grievances, and other matters involved in the daily administration of labor-management concerns; provide coaching; develops performance metrics and standard operating procedures; address disciplinary problems; and provide governance over staff development and training plans.
- Represents the Chief in an official capacity as required.
- Performs other related duties as assigned.
Licensures, Certifications And Other Requirements
Incumbent must possess and maintain a valid US driver’s license.
Education
Graduation from an accredited college or university with a relevant Master’s degree (i.e., Criminal Justice, Public Administration, Management, or a related field) is preferred.
Work Experience
Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to at least the MS-15 grade level in the District of Columbia government services, or its non-District equivalent, gained from public or private sector. One year of prior management/leadership experience is required. Specialized experiences for this position include, but not limited to: providing operational advice and consultation for department-wide activities to high-level officials; directing operations and staff of law enforcement, security, and/or related programs; developing sustainable relationships with a variety of internal and external stakeholders to drive engagement or influence decision making; ability to lead others; supervising managerial employees, or other similar major duties.
- Previous experience in law enforcement, public administration, or executive support roles is preferred.
- Demonstrated extensive knowledge of management principles, practices, methods, and techniques and skill in integrating management services with the general management of the organization.
- Knowledge of the court system and judicial procedures, DC criminal and District traffic laws and regulations.
- Demonstrated extensive knowledge of organizational structure and mission and knowledge of law enforcement practices, regulations, and community policing principles.
- Demonstrated skills and ability to bring about strategic change, both within and outside the organization, to meet organizational goals; ability to establish and implement organizational vision in a continuously changing environment.
- Demonstrated skills and ability to lead people toward meeting the organization's vision, mission, and goals; ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

Work Environment
Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.
Other Significant Factors
This position operates within the confines of a 24/7 operation. Incumbent of this position is required to provide after-hours on call technical support including weekends and holidays. Incumbent may also be subjected to rotating shifts, weekend work and changes in days off.
This position is deemed as “security” sensitive pursuant to Section 410 of Chapter 4 of the D.C. Personnel Regulations. Due to the position’s duties and responsibilities, security sensitive positions are positions of special trust that may reasonably be expected to affect the access to or control of activities, systems, or resources that are subject to misappropriation, malicious mischief, damage, or loss or impairment of control of communication.

This position is “At Will”. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. This position is not in a collective bargaining unit.
