About The City Of Webster Groves
The City of Webster Groves is an inner-ring suburb of the greater St. Louis, Missouri, area. Webster Groves is predominantly a residential community situated about 10 miles southwest of downtown St. Louis. Originally, the area was comprised of five separate communities along adjacent railroad lines and was known as the “Queen of the Suburbs,” offering residents a swift commute to downtown St. Louis employment opportunities. The five communities — known as Webster, Old Orchard, Webster Park, Tuxedo Park, and Selma — merged in 1896 to implement public services and to develop a unified city government. In 1914, the City of Webster Groves was designated as a third-class city and the official City Charter was adopted in 1954.

The Team
The City of Webster Groves Planning & Economic Development team takes pride in executing the traditional functions of Planning & Development while providing excellent customer service.
These Planning & Development Functions Include
- Intake of building and occupancy permits
- Schedule inspections for building permits and code enforcement
- Maintain electronic records of Building Division permit files per regulations
- Maintain and administer comprehensive plan including data collection and public input facilitation, and ensure plan is updated and consistent with current land use regulations.
- Interprets zoning and development regulations. Review submitted plans for commercial businesses
Examples of Duties
The City of Webster Groves is seeking a Director of Planning and Development to join our team. The Planning & Development Director is in a highly visible position providing leadership, direction, and general administrative oversight to the Planning and Development Department.
The Planning & Development Director is responsible for the community's growth management planning process, including resident involvement, the City’s comprehensive plan, zoning and land use ordinances, and development codes and policies.
Work involves significant community engagement and public involvement with elected officials, residents, and other governmental entities. As a member of the City’s leadership team, the Planning and Development Director collaborates with the City Manager, City Council, and other City departments on strategy and policy to ensure that the City’s mission and core values are incorporated into operational activities and services within the Planning and Development Department. Essential Duties Include
- Providing technical and professional advice; making presentations to supervisors, boards, commissions, civic groups and the general public.
- Providing information on land use applications, ordinances, codes, plans and related planning programs, services or regulations to architects, engineers, developers, contractors, owners, community groups and interested persons.
- Evaluating environmental information and recommending mitigation measures to reduce adverse impacts of development.
- Reviewing development and related land use permit applications, site plans, variance applications; examining applications for compliance with established plans and ordinances, and applicable local, state or Federal regulation; solicits input from appropriate staff, schedules hearings and actions, monitors through the approval process, enforces compliance with regulations; prepares reports and related data as required.
Typical Qualifications
You’ll Have:
- Graduation from an accredited four-year college or university with a degree in land-use planning, urban planning, landscape architecture or a closely related field
- Seven years experience in municipal planning or related activity, or any equivalent combination of education and experience.
